By Andy Hollar, RD-3The budget for the 1997 Nationalsthat was submitted tothe board of directors for its approvalprovides an interestinginsight into how USPSA operates.Some members believetheir match activity fees areused to fund nationals and thatall the prize table merchandiseis donated by sponsors. Thoseideas are only partly true. Hereis a summary of the financialplan for 1997.The Nationals budget isbased on revenue from entryfees. This year we are planningon entry fees of $210 per shooterfor each of the matches; this is a$15 reduction for Open and onlya slight increase for Limited.Both matches this year willbe four days. The Open matchcan host 500 shooters, but Limitedwill need to be held to 450because of the shorter days inOctober. In order to be on thesafe side, we will assume thematches won't fill up completely.We will also assume 25slots at each match will be vacant.Total revenue from entryfees alone for the two matcheswill be $189,000.The "other revenue" ofUSPSA also contributes to thenationals. The budget setsaside 20 percent of the club activityfees for Nationals. Thissupport will amount to $48,000for this year. The IRS watchesthe support USPSA gives to itsnational championships andGold Teams, since this is partof the reason for our tax exemptstatus—to promote, identifyand fund the international competitionof our Gold Team. Wewill also have some revenuefrom banquet ticket sales andsponsor table rentals. The totalrevenue for Nationals is estimatedat $241,000 for 1997.FINANCING THE NATIONALSBy far the most expensivepart of conducting the Nationalsis the staff expense. We payfor rooms and food for the RO's,plus some portion of theirtravel expense. This item willtotal $75,500. The Quincy visitor'sbureau pays all staff roomingcost in Quincy, otherwisethe total would be much higher.The only "pay" the RO's andstaff get is a commemorativegift valued at about $50 and aUNITED STATESPRACTICAL SHOOTINGASSOCIATIONparticipation in a drawing for agun donated by a sponsor.The next most expensive singleexpenditure is purchasedprizes for competitors. Thisyear we will be adding approximately$50,000 in purchasedmerchandise to the sponsors'contributions.
