NEWCASTLE WEST Local Area Plan 2008Opportunity Site 6Great Southern Walkway LinksLOCATION / SITE CHARACTERISTICS:This site forms the route of the disused Newcastle West /Limerick / Tralee Railway Line, now acting as the ‘GreatSouthern Walkway’. The walkway extends from theresidential area of Bishop Court, through to the Churchtown(R521) Road and beyond to the north of the town. Thedisused railway then continues west towards Abbeyfeale(23km) Tralee (65km) and to the East towards Ardagh(4km), Rathkeale (13km) Ballinrane (16km). It is a well-usedrecreational route for walking and cycling linking northwardsto open countryside. Presently there is only informaldirectional signage illustrating the presence of this walkwaylinkage.IMPROVEMENT POTENTIAL:• Improved interpretative / directional signage.• Seating shelter for walking gathering point.GENERAL REQUIREMENTS:The Council could facilitate improvement of this importantrecreational amenity area through a suitable environmentalimprovement initiative in conjunction with the localcommunity.As ExistingFigure 34: Opportunity Site 6 Location Plan66 Section 6: URBAN DEVELOPMENT FRAMEWORK
NEWCASTLE WEST Local Area Plan 2008Opportunity Area 7Richard Nash Backlands, The SquareandCastle Demesne Backlands, The SquareLOCATION:The Richard Nash backlands site is located directly to thewest of the Square, with access from a passageway besideNash’s Building (Protected Structure). Access to site isshown by indicative access arrow on zoning map whichindicates possible river crossing. The site also has roadfrontage onto the street serving Ballygowan WaterProduction Plant and the Castle Demesne. The southernedge is defined by the River Arra open space and SouthQuay.Figure 35: Castle Demesne Site (south)SITE CHARACTERISTICS:This large under-utilised area occupies land adjoining theretail core of the town centre and between the importantfocal area of The Square and the Demesne.It contains of variety of existing yards used for storage andlarge ancillary buildings in light industrial / storage use.DEVELOPMENT POTENTIAL:The site is zoned for Town Centre purposes in this LAP.Given its strategic location in relation to the retail core, andits considerable size, the site presents significant potentialfor reinforcing the use, function and character of the towncentre. The site would provide an opportunity for significantretailing opportunities, as identified in the County RetailStrategy. A comprehensive masterplan would be required todemonstrate the sensitive development of the site and, inparticular, an appropriate mix and density of building uses;the means of vehicle access; the provision of substantial carparking to serve the development, the town centre, andvisitors; trees to be retained so as to protect the historicsetting of the area; pedestrian linkage with the town centreand the River Arra; and the approach to archaeologicalconstraints.Submission received contains proposal to de-list Nash’sBuilding fronting onto The Square to allow greater width ofaccess to site for large shopping centre complex.Conceptual sketches included as part of submission.Figure 36: Nash’s Building Site (south)As ExistingGENERAL REQUIREMENTS / CONSTRAINTS:De-listing of Protected Structure to facilitate developmentwould NOT be acceptable.Site constraints include numerous mature trees; protectedstructures associated with Desmond Castle Complex; and aZone of Archeological potential.Section 6: URBAN DEVELOPMENT FRAMEWORK67
