NEWCASTLE WEST Local Area Plan 20087.5 Community ParticipationPublic confidence in the development planning system reliesheavily on the involvement of community participation and intransparency of the system itself. Public and regulatorybodies must be kept informed of public opinion in as muchas the public are adequately informed of the roles andactions of the regulatory bodies.The Council engaged the community at the initial stages inthe LAP process with a very successful communityconsultation event in November 2006. It is necessary tocontinue to promote community participation in all aspects ofthe Plan implementation process and the Council promotesthe active involvement of the Community CouncilDevelopment Association and other parties in theimplementation of specific objectives and policies in theLAP.7.6 Pre-Planning AdviceLimerick County Council offers an advisory service topotential developers in the form of pre-planning advice. TheArea Planner is available for consultation by appointment forany prospective developments in the town of NewcastleWest. Advice is given on design and the ability of existingservices to accommodate the proposed development. Thisadvice is given subject to the stipulations of Section 247 ofthe Planning and Development Act 2000, where the carryingout of consultations shall not prejudice the performance of aplanning authority or any of its functions.This service is available from the earliest stage of a projectand intending developers are recommended to avail of theservice and to ring the County Council for information and anappointment.70 Section 7: IMPLEMENTATION
