5.3 In addition to the potential permanent <strong>and</strong> transit pitch provision forGypsies <strong>and</strong> Travellers, one site has been identified as having thepotential for development as a Travelling Showmen’s yard. The StationRoad, Newbridge site benefits from existing designation asemployment l<strong>and</strong> <strong>and</strong> improved access to local services <strong>and</strong> facilities.Consultation with the Showmen’s Guild of Great Britain should be usedto establish the suitability of this for development as a TravellingShowmen’s yard.Site Ownership <strong>and</strong> Funding5.4 Of the shortlisted sites, 2 are privately owned. The l<strong>and</strong>owner of Parcel7100, Woollard Lane has indicated that the site is available <strong>and</strong>achievable within the next 5 years <strong>and</strong> benefits from existing services<strong>and</strong> facilities that would require minimal additional works to establish asecond pitch. This site would be delivered by the site owner <strong>and</strong> wouldrequire no public funding.5.5 The l<strong>and</strong> known as Old Colliery Buildings is currently being marketedfor sale. The owner has indicated a willingness to sell the l<strong>and</strong> toenable the provision of a Gypsy <strong>and</strong> Traveller site; this could beachieved through sale to <strong>Bath</strong> <strong>and</strong> <strong>North</strong> East Somerset Council, aRegistered Provider or by sale to a private l<strong>and</strong>owner.5.6 Public funding sources for the delivery of Traveller pitches includes theAffordable Homes Programme, from which the Council <strong>and</strong> otherdelivery partners may bid for funding to develop Traveller pitches withinthe District. Of the £60m funds made available through thisprogramme, £13m remains unallocated following the 2011 biddinground.5.7 The Council will also be eligible to receive New Homes Bonus for eachTraveller pitch delivered in the District, including private <strong>and</strong> publiclyfunded sites. This match funds the additional council tax raised for newpitches for the 6 years following delivery <strong>and</strong> attracts the additional
