6.0 Policy <strong>and</strong> Delivery Options6.1 This section sets out how the site assessment recommendationsreferred to in the previous sections could be taken forward through theSite Allocations DPD to ensure that the policy framework set out in theDraft Core Strategy relating to Gypsies, Travellers <strong>and</strong> TravellingShowpeople could be met.6.2 Policy CP11 of the Draft Core Strategy states that the Council will“identify suitable <strong>and</strong> deliverable sites to meet the establishedaccommodation needs of gypsies, travellers <strong>and</strong> travelling showpeoplethrough separate Development Plan Documents (DPDs) for the periodto 2011”. That policy includes a number of requirements for assessingsite suitability:a: local community services <strong>and</strong> facilities, including shops, schools <strong>and</strong>health facilities, should be accessible by foot, cycle <strong>and</strong> public transportb: satisfactory means of access can be provided <strong>and</strong> the existinghighway network is adequate to service the sitec: the site is large enough to allow for adequate space for on-sitefacilities <strong>and</strong> amenity, parking <strong>and</strong> manoeuvring, as well as anycommercial activity if requiredd: the site does not harm the character <strong>and</strong> appearance of thesurrounding areae: adequate services including utilities, foul <strong>and</strong> surface water <strong>and</strong>waste disposal can be provided as well as any necessary pollutioncontrol measuresf: use of the site must have no harmful impact on the amenities ofneighbouring occupiersg: the site should avoid areas at high risk of flooding <strong>and</strong> have noadverse impact on protected habitats <strong>and</strong> species, nationallyrecognised designations <strong>and</strong> natural resources6.3 National Planning Policy Planning for Traveller Sites was published inMarch 2012 alongside the National Planning Policy Framework <strong>and</strong>takes immediate effect. It replaces the previous guidance contained inCirculars 01/2006 <strong>and</strong> 04/2007 which set out the approach to planningfor Gypsy, Traveller <strong>and</strong> Travelling Showmen’s sites.
