Appendix 5: Detailed Site Assessment TablesSiteSite <strong>and</strong>SurroundingAreasInformationHighwaysGT.14 L<strong>and</strong> near Ellsbridge House, Keynsham, BS31 1TLThe site is 0.3 hectares.The site is outside the Keynsham housing development boundary.The site has good access to local services <strong>and</strong> facilities.The site fronts the heavily trafficked A4 in close proximity to the Broadmead roundabout junction. The formation of anyadditional access in this location would be resisted <strong>and</strong> not in the interests of highway safety, particularly given the need foraccess by large / towing vehicles <strong>and</strong> caravans.However, the existing access serving Ellsbridge House is subst<strong>and</strong>ard <strong>and</strong> a replacement access serving both sites may beconsidered, on balance, to be acceptable. This, though, may require the relocation of the existing well used bus stop layby, soan alternative location would need to be found in close proximity <strong>and</strong> resultant l<strong>and</strong> ownership issues addressed. The formationof a new access <strong>and</strong> the relocation of the bus stop layby would have cost implications.Site ConstraintsThe site benefits from existing screening at its boundaries which also acts as a visual barrier to the industrial estate to the northof the A4 <strong>Bath</strong> Road at this location. Residential amenity <strong>and</strong> privacy at this location may be difficult to establish despite theexisting screening at the roadside boundary. Site clearance to remove dense tree coverage would also be required prior todevelopment. This would have cost implications.The site is adjacent to Ellsbridge House, a Grade II Listed Building due to reopen as a day care nursery in September 2012.Development at this location would affect the setting of the Listed Building.The site is located adjacent to the Ashmead Industrial Estate at Ashmead Road. Locations adjacent to industrial uses are notencouraged for permanent sites due to health <strong>and</strong> safety issues associated with these.The site location adjacent to the A4 <strong>Bath</strong> Road gives rise to noise issues. This would impact on the quality of life <strong>and</strong> health ofsite residents. The health <strong>and</strong> safety of site occupants, including children, is very important to site design <strong>and</strong> would require adetailed noise assessment prior to development.
