Appendix 5: Detailed Site Assessment TablesSiteSite <strong>and</strong>SurroundingAreasInformationHighwaysSite ConstraintsPotential forDevelopment <strong>and</strong>SuitabilityGT.1 Parcel 7100, Woollard Lane, WhitchurchSite is 0.51 hectares.Located just outside Whitchurch settlement boundary.Site comprises l<strong>and</strong> benefiting from an existing temporary planning permission for change of use to small private Gypsy site tosite 1 mobile home <strong>and</strong> 1 touring caravan.The site is well screened from the surrounding highways <strong>and</strong> residential area. The site has a well-established perimeter hedgeat the south <strong>and</strong> (part) south west boundaries with the remainder being screened by fencing <strong>and</strong> planting. The site is notconsidered to be sensitive <strong>and</strong> the impact of additional development is not considered to have a detrimental visual impact, noradversely impact on the character of the area. Further perimeter screen fencing (such as 1.8m close board) would be beneficialto ensure existing vegetation was retained <strong>and</strong> managed.The existing temporary planning permission required the construction of a new vehicular access with suitable visibility splays.The site is considered acceptable for its impact on local highways.The site is located within the Green Belt but has been identified by the previous planning application as presenting benefits thatoutweigh the harm to the Green Belt <strong>and</strong> loss of openness in this location.The site benefits from an existing temporary planning permission for use as a Gypsy site, is in private ownership <strong>and</strong> thel<strong>and</strong>owner would like to establish it as a permanent site for the use of his family.The development of this site would meet an identified need <strong>and</strong> would benefit a single family who have established residency, inparticular with the resident’s children enrolled in local schools. Childrens Services have also indicated that the ability to obtain alocal primary school place is more likely to be easier than in other locations. This is a long term benefit of the allocation of thisl<strong>and</strong> for development.On-site services <strong>and</strong> utilities are already established.
