Appendix 5: Detailed Site Assessment TablesSiteSite <strong>and</strong>SurroundingAreasDescriptionGT.18 L<strong>and</strong> adjacent to Haycombe Cemetery, Newton St Loe, <strong>Bath</strong>, BA2 2RQThe site is 10.12 hectares.The site is outside the <strong>Bath</strong> housing development boundary.The site is clearly set apart from neighbouring residential development by Whiteway Road.The site has good access to services <strong>and</strong> facilities.HighwaysSite ConstraintsGradients <strong>and</strong> traffic speeds on Whiteway Hill give rise to concerns. Access would probably need to be near the top of the hillwhere speeds are lowest. Traffic calming <strong>and</strong> alteration to existing speed limits likely to be necessary.The site is within the Green Belt <strong>and</strong> would present a significant incursion into the openness of the countryside. Nationalplanning policy indicates that development within the Green Belt is inappropriate <strong>and</strong> substantial harm arises from this. Thisharm should be balanced against any benefits arising from the development as a Traveller site.The development of this site would encroach significantly into the open countryside. The effect on the character <strong>and</strong>appearance of the surrounding area would be significant due to its prominence in the l<strong>and</strong>scape <strong>and</strong> general openness.Screening would not be likely to mitigate against this impact due to its prominence in the immediate <strong>and</strong> longer distance views.The site is also immediately adjacent to the Haycombe Cemetery Site of Nature Conservation Interest.The site is also located within the boundary of the <strong>Bath</strong> World Heritage Site (WHS).Potential forDevelopment <strong>and</strong>SuitabilityThe site is in a location with good access to services <strong>and</strong> facilities. Due to the significant impact on the openness of thecountryside the site is not considered suitable for development as either a permanent or transit pitch. Development at thislocation would be inconsistent with national planning policy.The allocation of this l<strong>and</strong> within the Green Belt for development would meet an identified need for either permanent or transit
