2.7 To arrive at a shortlist of potential sites from the full portfolio of Councilowned l<strong>and</strong> each site was assessed <strong>and</strong> reviewed against a set ofcriteria drawn from Circulars 01/2006 <strong>and</strong> 04/2007 1 . Those documentshave since been replaced by the policy document Planning forTraveller Sites, which is to be read alongside the National PlanningPolicy Framework. The final site assessment was carried out inaccordance with the policies set out within Planning for Traveller Sites.Detailed Site Assessment2.8 Site suitability, availability <strong>and</strong> achievability of sites were assessed todetermine whether sites should be identified as preferred options forallocation.2.9 To assess site suitability each site was assessed against the criteriapreviously consulted on as part of the Issues <strong>and</strong> Options paper, takinginto account policy requirements, physical site constraints <strong>and</strong> potentialimpacts arising from development of sites. This removed a number ofsites from consideration due to incompatibility with national planningguidance.2.10 A central part of an underst<strong>and</strong>ing of site suitability, alongside nationalplanning guidance, is the site requirements of <strong>Bath</strong> <strong>and</strong> <strong>North</strong> EastSomerset’s local travelling community. For this the Gypsy <strong>and</strong> TravellerAccommodation (<strong>and</strong> Other Needs) Assessment (2007) <strong>and</strong>discussions held with the local travelling community on site visits <strong>and</strong>during the public consultation events were used to identify broadrequirements. These helped inform assessments of site suitability.2.11 To assess availability l<strong>and</strong>owners who put forward private sites forassessment were asked to indicate likely availability <strong>and</strong> anyconstraints to the release of sites for development. As indicated in theProperty Services <strong>report</strong>, Council owned l<strong>and</strong> was assessed againstany existing uses, including leaseholds to determine availability.1 Those documents have since been replaced by the policy document Planning for Traveller Sites,which is to be read alongside the National Planning Policy Framework.
