2. FACULTY RECRUITMENT, APPOINTMENT,RANK, AND PROMOTION2.1 Requirements for Appointment and PromotionUMUC Policy 181.00 Faculty Appointment, Rank, and Promotion (http://www.umuc.edu/policy/faculty/fac18100.shtml) governs appointment, rank, and promotion for UMUC’s faculty, including collegiate faculty, adjunct faculty, professors of the practice, and librarians. However, a few elements of the policy do not apply toUMUC’s overseas programs with the U.S. military in Asia and Europe.UMUC appoints and promotes faculty on the basis of their academic, professional, and teaching experience;professional activity; scholarship; service; and teaching effectiveness. For new faculty members, appointmentis conditional upon the university’s receipt of a current curriculum vitae or résumé and certified copies of anytranscripts reflecting the award of all degrees listed on their curriculum vitae or in other information providedto the university. The university may require additional verification of certain items as appropriate. To qualify for appointment in UMUC Asia, the applicants must meet UMUC Asia requirements for appropriateadvanced degrees; the ability to teach in two academic fields is also desired. Faculty with qualifications inmore than one discipline help make it possible for UMUC Asia to offer a wider range of courses at smaller locationswhere there are not enough students to fill two courses in a single subject during a given session.Faculty appointment agreements with UMUC Asia are for one calendar year or less. There is no obligation onthe part of UMUC Asia to extend an appointment for any period of time beyond the expiration date of theindividual’s appointment. Each faculty member must notify UMUC of a change in the country of residence while working. A facultyappointment with UMUC Asia is based upon the location initially reported. If a country location is changed,UMUC reserves the right to review the impact of the change on UMUC. Such reviews will be conducted ona case-by-case basis. Because of local laws and international agreements, it may not be possible or practical forUMUC Asia to accommodate proposed changes in location. UMUC Asia reserves the right to terminate afaculty appointment when a faculty member changes residence from one country to another.2.2 Faculty Categories and RanksUMUC Policy 181.00 Faculty Appointment, Rank, and Promotion (http://www.umuc.edu/policy/faculty/fac18100.shtml) establishes the faculty positions and ranks used by UMUC. These include collegiate or adjunctinstructor, collegiate or adjunct assistant professor, collegiate or adjunct associate professor, and collegiate oradjunct professor. All faculty positions at UMUC are nontenured.2.3 Collegiate Faculty Appointment AgreementsAll collegiate (that is, full-time) faculty members receive appointment agreements that specify the number ofcredits they are expected to teach and their base salary for a period up to one year. The appointment agreement, along with the applicable policies and practices of both UMUC and the status of forces agreement, establishesthe terms and conditions of the faculty appointment.Appointment agreements must be signed and returned promptly to the Office of Human Resources. If any ofthe information appears to be incorrect or if there is a question about salary or rank, faculty should contact theOffice of the Associate Dean immediately. If academic rank was not indicated in the appointment agreement,UMUC will bestow rank, in accordance with its applicable policies and practices, when the faculty member hassubmitted complete supporting documentation.Any courses assigned beyond the expectations detailed in the appointment agreement are considered “overload”and are reflected in a course assignment document. Faculty members receive the instructions on how to processthe course assignment document for each class by e-mail. Further information on overload assignments is providedin Section II.3.3.January 2011 www.asia.umuc.edu 28
