Some are based on physical meetings but <strong>the</strong> majority useinternet facilities and web sites. O<strong>the</strong>rs propose to deliver trainingprogrammes, set up an advice service, or support o<strong>the</strong>rorganisations with practical help or funding. Many are proposedby social enterprises, but <strong>the</strong> applications here differ from those in<strong>the</strong> previous type in that <strong>the</strong>y are seeking funding to provide <strong>the</strong>service as part of <strong>the</strong>ir social aims, ra<strong>the</strong>r than to start or grow <strong>the</strong> business. In some cases <strong>the</strong>proposal combines more than one service – e.g. most of <strong>the</strong> web network proposals see this as amedium for distributing advice. <strong>The</strong> figures above show <strong>the</strong> breakdown in relation to <strong>the</strong> primaryservice offered.Providing services is a well established community sector activity taking a variety of forms from <strong>the</strong>well established formal charities to <strong>the</strong> more local and informal approaches. In its more traditionalforms it might be seen as not having high levels of community engagement in that in terms ofassuming knowledge of <strong>the</strong> needs of <strong>the</strong> community and how to deliver <strong>the</strong>m. All this seems veryfar away from <strong>the</strong> provision of say a Web 2.0 based network on low carbon living.7.8.1 Climate Change Goals<strong>The</strong>se proposals are all primarily about supporting changes inbehaviour, so many were not specific about which range of carbonreduction measures <strong>the</strong>y were aiming to address. 20 of <strong>the</strong>proposals fell into this category. Of <strong>the</strong> remaining 14, <strong>the</strong> majorityfocussed on two specific areas: energy use (ei<strong>the</strong>r residential or nonresidentialdepending on <strong>the</strong>ir target audience) and transport(reducing car use). <strong>The</strong>re were none focused specifically on waste orrecycling. Only one tackled multiple measures: a Rural CommunityCouncil offering support for a range of activities includingcommunity shops and community energy projects (<strong>The</strong> RuralCommunity Carbon Network, 485).One related to aviation (One World UK, 750) offering, a networkingservice to replace international travel with a form of videoconferencing and one to food (Buy Local, 713) a web basedapplication for calculating <strong>the</strong> carbon emissions associated with food purchases).Chart 87 - Low Carbon Services,proportion of proposalsinvolving practice (behaviourchange) and product-only,34 proposalsProductPractice62%Practice38%Appleby Ltd July 2009
