We think that it is important that <strong>the</strong>analysis preserves this tension (i.e. showing links with existing frameworks but also highlightingwhere <strong>the</strong>re is a distinctive approach, focus or interpretation) in order to bring both discussionsabout <strong>the</strong> contribution of community organisations within <strong>the</strong> terms of mainstream debates and toensure that any distinctive orientations are not lost and that community organisations can beengaged with in ways that make sense to <strong>the</strong>m.1.7 Outline of <strong>the</strong> ReportChapter 2, <strong>The</strong> Role of <strong>the</strong> 3 rd Sector in Low Carbon Innovation reviews <strong>the</strong> literature in this field andoutlines <strong>the</strong> findings of o<strong>the</strong>r studies. Chapter 3, <strong>Mapping</strong> <strong>the</strong> <strong>Challenge</strong>rs, discusses <strong>the</strong> nature of<strong>the</strong> sector and <strong>the</strong> type of groups that applied to <strong>the</strong> <strong>Big</strong> <strong>Green</strong> <strong>Challenge</strong>. In Chapter 4, <strong>The</strong> <strong>Big</strong><strong>Green</strong> <strong>Challenge</strong> and UK Climate Change Policy, <strong>the</strong> climate change goals are discussed in relation toschemas derived from <strong>the</strong> policy literature.Chapters 5 and 6 respectively look at <strong>the</strong> types of innovation goals and processes used in <strong>the</strong>proposals. Chapter 7, Categorising <strong>the</strong> <strong>Challenge</strong>rs’ Proposals, develops a different form of moreintegrative analysis. It groups proposals in terms of <strong>the</strong> focal point for working with a community inrelation to climate change mitigation. In aggregate it provides a novel classification of <strong>the</strong> types ofactivities <strong>the</strong> community sector is undertaking in relation to this issue. Within <strong>the</strong>se proposal types<strong>the</strong> report discusses <strong>the</strong> different types of groups involved and <strong>the</strong> approaches (goals and processes)being suggested. Chapter 8, Third Sector Capabilities with Value for Low Carbon Innovation, returnsto <strong>the</strong> sample as a whole and to <strong>the</strong> characteristics of <strong>the</strong> sector and its approaches to communityinnovation to assess where proposals were building on <strong>the</strong>se in distinctive ways in relation toclimate change mitigation. Throughout <strong>the</strong>se Chapters we highlight specific proposals from <strong>the</strong> fullAppleby Ltd July 2009
