• New York’s no-fault average claim costs – at $8,690 per claim – are the thirdhighest in the nation, 64% higher than the national median of $5,289.• Medical care costs in the United States rose 21.1% between 2004 and 2009,according to the Consumer Price Index, but the average no-fault claim, whichmainly reimburses for medical care costs, rose 47.7 percent during that sameperiod.IV. PROGRAM OVERVIEWThe New York Motor Vehicle Theft and Insurance Fraud PreventionDemonstration Program supports a variety of initiatives targeting motor vehicle theft andrelated motor vehicle insurance fraud.A. Program GoalsThe goals of the program are to provide an integrated means to prevent, deterand reduce the incidence of motor vehicle theft and motor vehicle insurance fraud bydeveloping and providing funding for demonstration programs that include: educationon theft and fraud prevention; programs on motor vehicle theft and fraud prevention;and specialized law enforcement units to combat motor vehicle theft and motor vehicleinsurance fraud. The following entities are eligible to participate: any locality,governmental agency, or not-for-profit organization that provides one or more of themotor vehicle theft or insurance fraud prevention programs approved by the Board.Current budget language restricts program funding to local assistance projects only.B. Motor Vehicle Theft and Insurance Fraud Prevention BoardThe demonstration program is administered by a 12-member board chaired bythe Commissioner of the Division of Criminal Justice Services (DCJS), or his or herdesignee. All Board members are appointed by the Governor: three appointees arerecommended by the Speaker of the Assembly; three by the Temporary President ofthe Senate; and the remaining five by the Governor. The members, who are notconsidered public officials, serve a four-year term. The Board is to be representative ofconsumers of motor vehicle insurance, motor vehicle insurance companies, lawenforcement agencies, and the judicial system. The Board must meet a minimum offour times per year.The Board is charged with developing and recommending a coordinated plan ofoperation that provides for the statewide reduction of motor vehicle theft and motorvehicle insurance fraud. Elements of the plan must include:1.
