The District Attorney’s Office spearheaded the effort that introduced a standardsupporting deposition form used by all police agency personnel when responding toreported incidents <strong>of</strong> motor vehicle theft. By standardizing the information that iscollected concerning each incidence <strong>of</strong> motor vehicle theft, Task Force Investigators arebetter able to analyze the nature <strong>of</strong> such thefts countywide, including <strong>of</strong>fender pr<strong>of</strong>iles,methods used, gang affiliations, most vulnerable vehicle models, and the most commontimes and locations <strong>of</strong> incidents.The strategy used to combat auto insurance fraud utilizes the <strong>New</strong> <strong>York</strong> <strong>State</strong>Insurance Frauds Bureau as the primary source for insurance frauds cases. At eachregular monthly Task Force meeting, new referrals received by the Insurance FraudsBureau are reviewed by those in attendance, and assigned to investigators workingunder the grant. The Task Force is made up <strong>of</strong> the Monroe County DA’sOffice, Monroe County Sheriff’s Office (MCSO), City <strong>of</strong> Rochester Police Department,<strong>New</strong> <strong>York</strong> <strong>State</strong> Police, <strong>New</strong> <strong>York</strong> Insurance Fraud Bureau, and state Department <strong>of</strong>Motor Vehicles. Informational and intelligence sharing meetings are held in order toanalyze trends in motor vehicle theft and insurance fraud. By working with the MonroeCounty Analysis Center (MCAC), MCSO is now able to quickly access reportssubmitted by various county agencies that do not directly participate in the Auto TheftTask Force. By working with MCAC, the <strong>of</strong>fice has also greatly improved its ability todisseminate information throughout the state. The improved system <strong>of</strong> multi-agencycommunication has greatly enhanced the speed <strong>of</strong> pattern crime investigations.During the past year, the MCSO auto theft investigators and the Monroe CountyAuto Theft and Insurance Fraud Task Force have gained many new contacts within thegreater Rochester law enforcement community. The improved contacts are helping t<strong>of</strong>acilitate the interagency cooperation, thereby speeding the identification <strong>of</strong> persistent<strong>of</strong>fenders which in turn produces faster arrests.
