Twenty-eight percent <strong>of</strong> the funds were distributed inWestchester, Nassau and Suffolk counties, where 20% <strong>of</strong> theft and fraud was occurring.Five percent <strong>of</strong> the funds were distributed in the cities <strong>of</strong> Albany and Schenectady andOnondaga County.
