Through goal-oriented meetingswith multiple agencies and task forces, the unit has utilized the expertise <strong>of</strong>pr<strong>of</strong>essionals to combat the criminal activities <strong>of</strong> motor vehicle theft and insurancefraud.The Unit participates in various task forces and associations, including theCapital District Financial Crime Network, the Capital District Auto Theft Task Force,<strong>New</strong> <strong>York</strong> Anti-Car Theft and Fraud Association (NYACT), Northeast Chapter <strong>of</strong> theInternational Association <strong>of</strong> Auto Theft Investigators (NE-IAATI), and the <strong>New</strong> <strong>York</strong>Prosecutors Training Institute (NYPTI). The prosecutors that handle these specificcases have been responsible for the successful criminal prosecution <strong>of</strong> motor vehiclerelated crimes.In 2009, the unit was successful in identifying certain trends relating to theproblem <strong>of</strong> motor vehicle insurance fraud and motor vehicle theft in Albany County, andwas able to implement strategies for both widespread vehicle-related crime and alsospecific cases that were reported. The unit has continued with effective programsdesigned to collaborate and share resources and intelligence with law enforcementagencies and District Attorney’s <strong>of</strong>fices from neighboring counties and state agencies.Current Statistics <strong>of</strong> Motor Vehicle Theft and Insurance FraudIn 2009, the unit not only saw a higher concentration <strong>of</strong> motor vehicle thefts inand around the two largest Albany County jurisdictions (city <strong>of</strong> Albany and the town <strong>of</strong>Colonie) but also in the mainly residential suburban town <strong>of</strong> Bethlehem, city <strong>of</strong>Watervliet, and the rural outlying area <strong>of</strong> the town <strong>of</strong> Knox. A large number <strong>of</strong> motorvehicle thefts in Albany County are crimes <strong>of</strong> opportunity.In 2009, there also were many reported crimes <strong>of</strong> motor vehicle theft that werespecifically targeted and not opportunistic.
