• <strong>New</strong> <strong>York</strong>’s no-fault average claim costs – at $8,690 per claim – are the thirdhighest in the nation, 64% higher than the national median <strong>of</strong> $5,289.• Medical care costs in the United <strong>State</strong>s rose 21.1% between 2004 and 2009,according to the Consumer Price Index, but the average no-fault claim, whichmainly reimburses for medical care costs, rose 47.7 percent during that sameperiod.IV. PROGRAM OVERVIEWThe <strong>New</strong> <strong>York</strong> Motor Vehicle Theft and Insurance Fraud PreventionDemonstration Program supports a variety <strong>of</strong> initiatives targeting motor vehicle theft andrelated motor vehicle insurance fraud.A. Program GoalsThe goals <strong>of</strong> the program are to provide an integrated means to prevent, deterand reduce the incidence <strong>of</strong> motor vehicle theft and motor vehicle insurance fraud bydeveloping and providing funding for demonstration programs that include: educationon theft and fraud prevention; programs on motor vehicle theft and fraud prevention;and specialized law enforcement units to combat motor vehicle theft and motor vehicleinsurance fraud. The following entities are eligible to participate: any locality,governmental agency, or not-for-pr<strong>of</strong>it organization that provides one or more <strong>of</strong> themotor vehicle theft or insurance fraud prevention programs approved by the Board.Current budget language restricts program funding to local assistance projects only.B. Motor Vehicle Theft and Insurance Fraud Prevention BoardThe demonstration program is administered by a 12-member board chaired bythe Commissioner <strong>of</strong> the <strong>Division</strong> <strong>of</strong> <strong>Criminal</strong> <strong>Justice</strong> <strong>Services</strong> (DCJS), or his or herdesignee. All Board members are appointed by the Governor: three appointees arerecommended by the Speaker <strong>of</strong> the Assembly; three by the Temporary President <strong>of</strong>the Senate; and the remaining five by the Governor. The members, who are notconsidered public <strong>of</strong>ficials, serve a four-year term. The Board is to be representative <strong>of</strong>consumers <strong>of</strong> motor vehicle insurance, motor vehicle insurance companies, lawenforcement agencies, and the judicial system. The Board must meet a minimum <strong>of</strong>four times per year.The Board is charged with developing and recommending a coordinated plan <strong>of</strong>operation that provides for the statewide reduction <strong>of</strong> motor vehicle theft and motorvehicle insurance fraud. Elements <strong>of</strong> the plan must include:1. An assessment <strong>of</strong> the magnitude and scope <strong>of</strong> the problem including ananalysis <strong>of</strong> theft and fraud by region;NYS DIVISION OF CRIMINAL JUSTICE SERVICES MVTIFP BOARD / ANNUAL REPORT 2009 Page 13
