TheBoard determined that the experience and expertise gained as a result <strong>of</strong> the ongoingoperations <strong>of</strong> the funded demonstration projects provided a solid foundation upon whichto build a <strong>State</strong>wide Plan. To research and develop a plan that was reflective <strong>of</strong> theproblem in all regions <strong>of</strong> <strong>New</strong> <strong>York</strong> <strong>State</strong>, the Board recommended that severalagencies having extensive expertise in this area be involved in its development. The <strong>State</strong>Insurance Department receives reports from insurers <strong>of</strong> suspected fraud but this number cannot beconsidered to be an accurate representation <strong>of</strong> the problem since the term can be used administrativelyby insurance companies. The <strong>New</strong> <strong>York</strong> <strong>State</strong> Penal Law does not distinguish between vehicle-relatedinsurance fraud charges and all other insurance fraud.
