Appendix 4: User OutreachIntroductionThe User Outreach Team w<strong>as</strong> formed in June 2002 to serve the U.S. Integrated <strong>Ocean</strong> <strong>Observing</strong>System (IOOS) Data Management and Communications Steering Committee (DMAC-SC). TheDMAC-SC w<strong>as</strong> formed in March 2002 at Airlie House, Warrenton, VA during a national meetingconvened by <strong>Ocean</strong>.US, the national office for integrated and sustained ocean observations. TheSteering Committee is working to implement the DMAC vision for the data and communicationscomponent of the IOOS. The Airlie House workshop defined an ambitious process for developinga detailed, ph<strong>as</strong>ed implementation plan to make this vision a reality. The first step in this processw<strong>as</strong> to establish a DMAC Steering Committee, whose responsibilities include oversight of the planningprocess, oversight of initial pilot projects, guiding the Expert and Outreach Teams, and writingthe plan.PURPOSE OF THE TEAMThe User Outreach Team serves <strong>as</strong> support to the four DMAC expert teams, to help them defineand refine their products in terms of user-defined issues that ultimately will become data systemrequirements. The makeup of the outreach team, listed above, w<strong>as</strong> balanced with respect to thesubject are<strong>as</strong> defined by the seven Airlie objectives outlined below. The User Outreach Team membersare “scientists whose disciplines are data intensive (i.e., modelers) or who interface with otherusers (some scientists, some not) who need products b<strong>as</strong>ed on the IOOS “data stream,” such <strong>as</strong> oilspill trajectories and maps of natural hazards.”The User Outreach Team fulfilled two primary immediate roles: (1) produced the Community IssuesLists and (2) in the process of compiling the lists, served <strong>as</strong> a communications clearinghousefor the other teams on identifying user groups, getting feedback from user groups, and identifyingtheir issues and related requirements for the system. It is essential for the DMAC to be in touchwith the definition of “community” and “issues” from the outset of its work. The entry-level definitionsof community and issues are directly derived from the seven objectives for the IOOS identifiedin the Airlie Conference:1. improve the safety and efficiency of marine operations (marine operations),2. more effectively mitigate the effects of natural hazards (natural hazards),3. improve predictions of climate change and its effects on co<strong>as</strong>tal populations (climate change),4. improve national security (national security),5. reduce public health risks (public health),6. more effectively protect and restore healthy co<strong>as</strong>tal marine ecosystems (Co<strong>as</strong>tal Marine Ecosystems),and7. enable the sustained use of marine resources (sustained use).224
