Part I. Overviewing processes described in Parts I and II of the IOOS Implementation Plan. The IOOS planningand budgeting processes will not have a direct influence on the Federal budget process until FY2007. Annual updates to the DMAC Plan, developed in collaboration with the participating NOPPagencies and RAs, and with recommendations from a new DMAC- Standing Committee, will feedinto future planning and budgeting cycles beyond FY 2007. In the interim time period (FY 2004-2006), efforts are being made to obtain support from participating NOPP agencies, RA’s, and othersources of opportunity for the immediate, shorter-term priorities of the DMAC Subsystem. Implementationof these immediate priorities will lead to development of an initial DMAC Subsystem tosupport existing and emerging observing system activities at the local, regional, and national levels.DMAC Plan ReviewThe DMAC Plan h<strong>as</strong> undergone several levels of review, and new drafts were produced to addressthe comments received at each stage. The process w<strong>as</strong> <strong>as</strong> follows:• February-March, 2003 – Internal review by the DMAC-SC and members of the six supportingteams 3 ;• April-May, 2003 – External review by over a dozen national and international technical and scientificexperts;• June 2003 – Public review by over sixty policy makers and technical experts who participatedin a national workshop sponsored by Gulf of Maine <strong>Ocean</strong> <strong>Observing</strong> System and <strong>Ocean</strong>.US inPortland Maine; and• September-November, 2003 – Formal Public review process: The draft DMAC Plan w<strong>as</strong> postedon the <strong>Ocean</strong>.US/DMAC Web site and announcements of its availability appeared in severalmarine community newsletters. E-mail notifications were also sent to several hundred membersof the marine community, including participants in the 2002 <strong>Ocean</strong>.US Community Workshop(Airlie House); the March 2003 <strong>Ocean</strong>.US Regional Summit; the National <strong>Ocean</strong> Research LeadershipCouncil, the U.S. GOOS Steering Committee, and the ExCom.DMAC-SC members and <strong>Ocean</strong>.US staff presented numerous briefings on the Plan at regional,national, and international conferences and meetings, including those sponsored by: AGU,ASLO, AMS, JCOMM-ETDMP, IODE, NSF Cyber-Infr<strong>as</strong>tructure and ORION, CAOS, GoMOOS,NVODS, and GODAE. They have also provided briefings to staff within their own agencies andorganizations.3The DMAC-SC w<strong>as</strong> supported in their work by six teams Data Discovery and Metadata; Data Transport, Data Archive and Access;Applications and Products; Data Facilities; and User Outreach.14
