Part I. Overview• Program Initial Fixed/Maintenance Costs – This category refers primarily to non-labor costs ofinitiating the program in the first five years. These costs include the following:– Communications infr<strong>as</strong>tructure including communications hardware at 30 sites (or equivalent).These sites contribute to essential DMAC infr<strong>as</strong>tructure (e.g., archive centers and primarydata <strong>as</strong>sembly centers). The majority of sites that provide data to IOOS will not fall intothis category.– Communications le<strong>as</strong>e for the entire infr<strong>as</strong>tructure.– Servers at a total of 30 sites, including hardware and software, and hardware maintenanceafter the year of installation. It is understood that participation in DMAC may in some c<strong>as</strong>esrequire additional dedicated hardware to address issues of security and elevated performancedemands. Notably the DMAC Subsystem will require one or more primary data <strong>as</strong>semblycenters <strong>as</strong> fundamental infr<strong>as</strong>tructure.– Server hardware and software, including media at five archive center sites.– Professional services of a Systems Integrator to (1) coordinate and manage the total hardware,software, and infr<strong>as</strong>tructure definition, design, procurement, installation, integration, andmaintenance; and (2) oversee Capacity Building, the effort in providing labor and services todata providers to enable them to reach and maintain the level at which they can participate.This effort might include technical training, system administration or help with preparingmetadata, for example.• Outyear Recurring Costs – These costs reflect a hardware recapitalization beginning in Year 6.“Maintenance of Custom SW (software)” reflects software maintenance and upgrades (i.e.,custom programming) for the totality of deliverables at Initial Operational Capability. SystemsEngineering/Integration will be provided for the life cycle maintenance of the hardware/softwaresystems, including integration of the custom software. Archive operations consist of two staffper center per year at a cost of $100,000 per staff member. Outyear Recurring Costs also include– Capacity Building – (<strong>as</strong> defined under Program Initial Fixed/Maintenance Costs); and– Outreach – referring to the effort to acquire new data providers, to educate the pool of possibledata providers on the IOOS process and requirements, and to perform similar services <strong>as</strong>Capacity Building, on a limited b<strong>as</strong>is.Inflation costs are calculated b<strong>as</strong>ed on the Real Discount Rates, published by the Office of Managementand Budget. Published rates for five, seven, and nine years are 1.9%, 2.2%, and 2.5%, respectively.For this model, a rate of 2.2% w<strong>as</strong> used.44
