Part I. OverviewSection 4. ImmediatePriorities for ImplementationImplementation of IOOS h<strong>as</strong> already begun. Once the IOOS Plan h<strong>as</strong> been approved, participationwill accelerate. Developments will be initiated at local, regional, and national levels. To supportthese activities, DMAC must quickly achieve a useful minimum level of functionality. The DMACoutcomes listed below are required to reach that point. They include (i) community-building andplanning, (ii) standards-generating, (iii) the development of critical (currently missing) technologycomponents, and (iv) initiating a technical oversight function by a professional systems engineeringservice. The activities that accompany these outcomes are described in detail in Part II, Section2 of this ph<strong>as</strong>ed Implementation Plan. The activities will be overseen by the DMAC StandingCommittee, which will also have initial responsibilities for coordination of data management andcommunications among national backbone components, regional observing systems, and internationalcollaborators.METADATA/DATA DISCOVERY/DATA LOCATIONOutcome 1: The development of (i) initial metadata standards that will guide IOOS/DMACdata providers in the creation of metadata and (ii) agreement upon the initial organizations thatwill participate in metadata management for IOOS:T<strong>as</strong>k 1: Convene a community-b<strong>as</strong>ed working group of metadata and archive experts to agreeupon and document: (i) interim metadata standards, and (ii) an initial list of IOOS memberorganizations that will provide metadata catalog management services.Outcome 2: The development of initial data discovery services needed for IOOS data users toidentify data sets of interest.T<strong>as</strong>k 1: Convene a community-b<strong>as</strong>ed working group of data discovery experts to agree upon theData Discovery architecture.T<strong>as</strong>k 2: Implement a testbed b<strong>as</strong>ed upon existing data discovery services leading to the developmentof an interim distributed metadata search capability.45
