Part III. Appendix 4: User OutreachI began a solution by development of standards. The first was astandardized method for converting time series into spectra and waveparameters (Earle, M., McGehee, D., Tubman, M. 1995. “Wave Data AnalysisStandard” Technical Report FWGP 95-1, US Army Engineer Waterways ExperimentStation, Vicksburg, MS, April 1995.) I was in the process of developingwave data file format specifications (including model output), and had helda series of workshops on wave climate statistics standards, but I went intoprivate practice before either issue was completed. One manifestation of theeffort was the “Harvest Project”, a gage intercomparison experiment with thesynchronous goal of developing a gage intercomparison enginehttp://cdip.ucsd.edu/harvest_experiment/).One of the ultimate objectives of this plan was to provide a one-stop“clearinghouse” for access to ALL measured and modeled (hindcast, nowcast, and forecast) wave data. In addition, a standard suite of intercomparisontools (plots and statistics, such as are shown on the Harvest page) wouldallow anyone to compare any two data sets - or evaluate any model. There wassome resistance by the modeling community to this concept. In any event, I still feel strongly that the full benefits of waveinformation to the engineering and research community and to the generalpublic will never be realized until these issues are addressed.
