Items 1 and 2 were adopted. Thereport as a whole was approved and is as follows:COMMITTEE ON THE BUSINESS OF SYNODTwo communications have come to the committee; we are making ourrecommendations on these communications to the Synod.Communication 95-1This communication is from two members of the Midwest Presbytery andapproved for transfer to Synod by the Presbytery. The communication asksfor changes in the Directory for Church Government relative to proceduresfor the election of certain servants of the denomination.The essence of this proposal came to the Synod in 1993 and was returnedto the Presbytery on the grounds that too many details of the proposal wereunclear. It was amended and brought to the Synod of 1994. The JudicialCommittee recommended approval of the provisions, but thoserecommendations were rejected by the Synod. This communication differs indetail from the preceding communications, but the heart of the proposalremains the same.The Business of Synod believes that itis counter-productive to haveessentially the same issue brought up year after year. Nevertheless, thecommunication has been brought to Synod through the proper channels.We recommend that this communication be referred to the JudicialCommittee for their recommendation to the Synod this year.The ground for this recommendation is that the proposal involvesconstitutional issues, including the question as to whether these proposals, ifadopted, require the sending down of an overture.Communication 95-2This communication comes to the Synod from the Great Lakes-GulfPresbytery. Itis a petition to reverse the decision of the 1994 Synod, which
