The recommendation wasadopted and is as follows:REPORT OF THE JUDICIAL COMMITTEEPaper 95-1—Changes in the procedure for election by Synod of certainservants of the denomination. (Digest page 820.)Recommendation: Synod decline the request made in this paper.Rationale:From a strictly constitutional viewpoint, there appears to be no reason whythe proposed change in the method of election could not be done if Synodso desires. We do have, however, some practical reasons why the changescalled for are unwise.1. The paper is not essentially different from the proposal turned downby the 1994 Synod and we see no reason to overturn that decision.2. Unlike a congregation which can call another meeting if a stalemateoccurs, the Synod does not have this luxury. If a stalemate would exist, theaffected board or institution would be forced to wait until the next Synodand maybe beyond.
