Notes are inserted in <strong>the</strong>ir personal files saying <strong>the</strong>y must be watchedon account <strong>of</strong> <strong>the</strong>ir anti-Hitler attitudes and ‘unworthy’ behavior. Some<strong>of</strong> <strong>the</strong>m will undoubtedly be sent to concentration camps for crimes which<strong>the</strong>y have never committed, but which will make <strong>the</strong>m look dependablein <strong>the</strong> eyes <strong>of</strong> <strong>the</strong> Allies; some have perhaps already succeeded in joininganti-Nazi circles and are pretending to conspire against Hitler. Later on<strong>the</strong>y will be able to use such activities as alibis.”Nazi sympathizers across <strong>the</strong> world were brought into <strong>the</strong> plan for resurrectingNational Socialism through <strong>the</strong> Auslandsorganisation (AO), or<strong>the</strong> League <strong>of</strong> Germans Abroad. Various forms <strong>of</strong> this organization hadbeen in existence since <strong>the</strong> 1800s and have manipulated thousands <strong>of</strong> personsin many different countries. In Czechoslovakia, Holland, Belgium,and Norway, members aided <strong>the</strong> Nazi invasions, becoming known as“fifth columnists.”“[T]he Nazis, long before <strong>the</strong>y came to power, put <strong>the</strong>ir men or men<strong>the</strong>y trusted into <strong>the</strong>se leagues. At a party meeting in Hamburg it wasdecided to set up Nazi cells within all <strong>the</strong>se organizations. That was in1930. One year later Rudolf Hess formed a special Foreign Department <strong>of</strong><strong>the</strong> [<strong>Reich</strong> Leadership] <strong>of</strong> <strong>the</strong> National Socialist Party, which establishedcard files on every member who lived abroad or traveled abroad. This was<strong>the</strong> basis <strong>of</strong> <strong>the</strong> gigantic files which <strong>the</strong> AO was to organize later,” statedReiss.In 1944, Reiss pondered when <strong>the</strong> flight capital program might bearfruit. “How long it will take for <strong>the</strong> Nazis to come back, to emerge on <strong>the</strong>surface—if <strong>the</strong>y succeed in <strong>the</strong>ir aims—is a question which cannot beanswered at all.
