<strong>LLW</strong> Repository LtdNati<strong>on</strong>al Waste ProgrammeNWP/REP/011Issue 2.1 – Jan 2013Page 52 <strong>of</strong> 58Whilst it is accepted that waste management decisi<strong>on</strong>s are made by weighing up a variety<strong>of</strong> factors including <strong>the</strong> characteristics <strong>of</strong> <strong>the</strong> waste, cost, schedule, ALARP, technology /waste route availability, <strong>and</strong> o<strong>the</strong>r health / safety factors, it should be noted that wastemanagement decisi<strong>on</strong>s should be directed by applicati<strong>on</strong> <strong>of</strong> <strong>the</strong> waste managementhierarchy, illustrated in Figure 16, as far as practicable.Figure 16 – Waste <strong>Management</strong> HierarchyAVOIDMINIMISERE-USEIncreasingenvir<strong>on</strong>mentaldetriment.RECYCLEVOLUME REDUCTIONDISPOSALFor p<strong>on</strong>d furniture waste, as <strong>the</strong>re are no opportunities to avoid generati<strong>on</strong> <strong>of</strong> <strong>the</strong> wasteas <strong>the</strong> waste is extant, <strong>the</strong> focus for waste management practiti<strong>on</strong>ers should be <strong>on</strong>maximising opportunities for minimising <strong>the</strong> volume <strong>of</strong> waste to be managed as <strong>LLW</strong> or<strong>ILW</strong> through <strong>the</strong> use <strong>of</strong> treatment technologies such as metal melting or surfacedec<strong>on</strong>taminati<strong>on</strong>. Reducing <strong>the</strong> radiological classificati<strong>on</strong> <strong>of</strong> <strong>the</strong> waste provides greateropportunity for re-use <strong>and</strong> re-cycle, <strong>and</strong> greater opportunities for diversi<strong>on</strong> away fromdisposal at <strong>LLW</strong>R or <strong>the</strong> future GDF, as well as providing a range <strong>of</strong> waste managementsoluti<strong>on</strong>s which are available in <strong>the</strong> nearer term than disposal facilities for higher activitywastes. This enables waste management practiti<strong>on</strong>ers to achieve earlier soluti<strong>on</strong>s for finaldisposal <strong>and</strong> discharge <strong>of</strong> liabilities. Only where re-use, recycle <strong>and</strong> down-classificati<strong>on</strong> <strong>of</strong>waste through treatment have been assessed <strong>and</strong> discounted as not being BAT shoulddisposal be c<strong>on</strong>sidered as a viable waste management opti<strong>on</strong>.It should be c<strong>on</strong>sidered that <strong>the</strong> applicati<strong>on</strong> <strong>of</strong> waste treatment technologies <strong>of</strong>ten result in<strong>the</strong> generati<strong>on</strong> <strong>of</strong> sec<strong>on</strong>dary wastes. The type, volume, radiological classificati<strong>on</strong> <strong>and</strong>ease <strong>of</strong> disposal <strong>of</strong> any such sec<strong>on</strong>dary wastes should be assessed in <strong>the</strong> wastemanagement opti<strong>on</strong>eering process. In particular, careful c<strong>on</strong>siderati<strong>on</strong> should be given to<strong>the</strong> feasibility <strong>of</strong> generati<strong>on</strong> <strong>of</strong> orphan wastes (ei<strong>the</strong>r as sec<strong>on</strong>dary waste or as primarywaste). The management <strong>of</strong> orphan waste can be complex <strong>and</strong> costly for SLCs, <strong>and</strong> assuch <strong>the</strong> potential for <strong>the</strong> generati<strong>on</strong> <strong>of</strong> orphan wastes through <strong>the</strong> applicati<strong>on</strong> <strong>of</strong> anygiven technology should be assessed during <strong>the</strong> waste management opti<strong>on</strong>eeringprocess.
