1 INTRODUCTION Honuÿapo Park Final Resources Management Plan The Honuÿapo Park is a mostly undeveloped land parcel, approximately 231 acres in size, located on the rugged and wild Kaÿü coast. The parcel is part of an 80-mile stretch of spectacular undeveloped coastline within the District of Kaÿü on the Island of Hawaiÿi. The park offers unspoiled vistas of the coast and Mauna Loa’s south flank, as well as unique and pristine habitats for marine and near-shore fauna and flora. The Honuÿapo area also has a long history of Hawaiian settlement and is rich in important historic, cultural, and archaeological features. In 2005, Hawaiÿi State and County governments, the non-profit community organization Ka ÿOhana O Honuÿapo (KOOH), the Trust for Public Land (TPL), the National Oceanic and Atmospheric Administration (NOAA), the Kaÿü community and other individual donors came together to purchase the Honuÿapo Park property, north of Whittington Beach Park, to protect it from development interests. The property was purchased in 2006 and is now owned by the State of Hawaiÿi (the State). It was set aside to the County of Hawaiÿi (the County) for Estuarine Land Conservation and Public Recreation purposes by Executive Order No. 4164 on March 30, 2006. The County’s Department of Parks and Recreation (DPR) signed a Memorandum of Understanding (MOU) with KOOH on August 14, 2008 for a pilot project at Whittington Beach Park and expanded Honuÿapo lands. The MOU allows KOOH to assist the County in maintaining current park facilities, and to plan for additional restoration and conservation activities and community park improvements, provided that the proper approvals and permits are obtained. 1.1 Purpose of the Resources Management Plan In Fiscal Year 2007/2008, the County Finance Department allocated funds for the development of a Resources Management Plan for publicly owned lands from Käwä Bay to Honuÿapo. The Department selected a planning consultant to develop the Plan, and the consultant began work in August 2008. Due to a number of issues relating to site access and land ownership, the scope of the planning work was revised to focus specifically on Honuÿapo Park lands. The purpose of the Honuÿapo Park Resources Management Plan is to assemble existing information about the resources of the property and its surroundings and to engage the Kaÿü community in planning for the long-term stewardship of the park. The goal of the plan is to provide land use guidance to help protect and restore the important natural and cultural resources of the property while providing integrated and respectful recreational and educational opportunities for the Kaÿü Community. 2 HONUÿAPO PARK PROFILE Honuÿapo Park Final Resources Management Plan The Honuÿapo Park property is located within Hawaiÿi County’s Kaÿü District (figure 2-1). Kaÿü is the largest district of the Island of Hawaiÿi and covers an area of 922.5 square miles from the southernmost point of the island to the Hawaiÿi Volcanoes National Park, encompassing the caldera of Kilauea Volcano and extending inland up to the Mauna Loa caldera.
