Honuÿapo Park Final Resources Management Plan 6 IMPLEMENTATION OF PROJECTS AND PROGRAMS A list of projects and programs was developed to implement the proposed improvements at Honuÿapo Park. Due to the resource constraints of DPR and KOOH, the implementation of these projects and programs has been divided into four phases over a period of 25 years. The projects and programs are summarized by implementation phase in Table 6-1 below with budgetary cost estimate, park area and lead entity. The projects and programs are further described in the following sections with brief project scopes, budgetary implementation cost estimates, and potential long-term management issues and considerations. Required permits for project implementation are listed in Appendix D. The total order of magnitude cost estimate for implementation of all Honuÿapo Park projects and programs in 2010 dollars is $2,400,000. Cost estimates are preliminary and for budgetary purposes only. More detailed cost estimates will be developed as part of design work for the proposed projects. Wetlands Study and Restoration Plan Project Description: Conduct appropriate wetlands studies, including a hydrologic study, topographic survey, and botanical survey. Based on the results of these studies, develop a Wetlands Restoration Plan that will detail restoration goals and objectives, recommended projects, and an implementation plan with alternative strategies to preserve and restore the native ecosystem of the Honuÿapo Estuary. The Wetlands Restoration Plan should take into account the kuleana parcels around the estuary, which are excluded from the park property, and thus should not be included in key habitat restoration areas.
