However, Wöber (2000), points outthat due to the focus on accomm<strong>od</strong>ation statistics, without takinginto account daily visitors, total tourism expenditures in cities canalso be greatly underestimated. In an effort to overcome differentobstacles in the measurement of tourism activity within an openurban area, the assessment of tourism consumption within the cityof Zagreb has been based on demand-driven TSA meth<strong>od</strong>ologicalframework that takes into account all segments of tourism demand(tourists and same-day visitors, inbound and domestic) whilst utilizinga ‘top-down’ approach to extract data on the city of Zagrebfrom secondary sources on Croatian internal tourism flows. Suchan approach results in estimations that are compatible with theassessment of tourism consumption on the macro level for Croatiaas a whole. In accordance with the increasing importance ofcity tourism in Europe, Zagreb registered an annual growth rateof tourism overnights in commercial accomm<strong>od</strong>ation facilities at9.7% from the peri<strong>od</strong> of 2000–2008, making it one of the mostdynamic increases in the region. The study estimates that tourismconsumption in Zagreb during 2009 was 309 million Euros (4.1%of the total tourism expenditures in all of Croatia for 2009), ofwhich 80% was realized by tourists and 20% by same-day visitors.International visitors accounted for 68% of the total tourismexpenditure while 32% was contributed by domestic visitors. Theanalysis revealed almost the same share of four types of services intotal tourism expenditures: (i) accomm<strong>od</strong>ation, (ii) fo<strong>od</strong> and beverage,(iii) shopping and (iv) culture, recreation and sport. The studyimplications refer to the development of a system for monitoringtourism expenditure as well as to the estimation of the impact oftourism on Zagreb’s economy. The conclusions should assist citytourism stakeholders with the increasing tourism consumption inCroatia’s capital city. Međutim, zbogspecifičnosti turističke ponude za čije su pojedine elemente <strong>od</strong>govornii javni i privatni sektor, destinacijski menadžment suočavase s nizom pitanja i izazova. Oni se ponaj<strong>više</strong> <strong>od</strong>nose na problemkoordinacije između interesnih skupina, dijeljenja zajedničke vizije iprihvaćanja <strong>od</strong>govornosti za uspjeh destinacije na sve konkurentnijemturističkom tržištu. Ovaj se rad bavi pitanjima destinacijskogmenadžmenta u svijetu, te posebice problemima s kojima se, stime u vezi, susreću turističke organizacije u Hrvatskoj. Niska razinaupravljanja turizmom u destinaciji identificirana je kao jedno <strong>od</strong>ograničavajućih faktora <strong>razvoja</strong> hrvatskog turizma na temelju <strong>više</strong>19
