Modernising our Laws and Regulations<br />
20.18 Well-drafted, easily understood and accessible regulation can reduce the difficulties and costs <strong>of</strong><br />
compliance for both businesses and citizens. Building on progress in recent years and utilising the<br />
provisions <strong>of</strong> the Statute Law (Restatement) Act, a structured programme targeted on areas where<br />
the benefits to business and the citizen are likely to be greatest will be pursued to achieve these<br />
improvements in regulations.<br />
eGovernment<br />
20.19 The parties recognise the importance to Ireland <strong>of</strong> the development <strong>of</strong> eGovernment as outlined in<br />
New Connections (the Government’s Action Plan to realise the potential <strong>of</strong> the Information Society).<br />
The goals <strong>of</strong> eGovernment include:<br />
■ facilitating better citizen access and interaction with the public service by realising the potential<br />
<strong>of</strong> information and communication technologies (ICTs);<br />
■ building collaborative knowledge-based structures focused on serving both citizens and the public<br />
service; and<br />
■ facilitating continuous adaptation and improvement in service delivery by fully utilising ICTs<br />
to deliver public services seamlessly and across traditional boundaries.<br />
The parties are committed to the further development <strong>of</strong> eGovernment on this basis.<br />
Development and Training<br />
20.20 Flexibility in the public service is dependent on the adaptability <strong>of</strong> skills <strong>of</strong> staff. Enhancing<br />
performance is equally dependent on the knowledge, skills and other competencies <strong>of</strong> staff being<br />
developed to the levels needed to undertake their jobs to best effect and to enable them to realise<br />
their potential, enjoy greater job satisfaction and advance their careers. The parties are committed<br />
to continued training and development for all staff.<br />
Equal Opportunities<br />
20.21 The public service is strongly committed to equality <strong>of</strong> opportunity in its employment practices and<br />
will continue to build on the significant progress which has been made in regard to policies on<br />
equality and diversity in order to promote equal opportunity in all aspects <strong>of</strong> civil and public service<br />
employment. In this context, consideration will be given to widening access to family friendly<br />
initiatives. Any changes in the equality legislation during the lifetime <strong>of</strong> the Agreement will be<br />
implemented by the civil and public service employers to maintain comprehensive equal<br />
opportunities, policies and practices.<br />
20.22 Equality <strong>of</strong> opportunity is an essential part <strong>of</strong> Human Resource Management in the public service.<br />
Human Resource Management in the public service must continue to be progressive, ensuring that<br />
staff are treated in a fair and impartial manner, while at the same time <strong>of</strong>fering services to the public<br />
which must take full account <strong>of</strong> the increasingly diverse nature <strong>of</strong> our society.<br />
