■ a project aimed at improving practices and procedures in relation to information, consultation and<br />

participation rights, in the context <strong>of</strong> the Information and Consultation Directive; and<br />

■ the promotion <strong>of</strong> existing joint partnership training materials as developed with IBEC and ICTU.<br />

Worker Participation (State Enterprises)<br />

5.3 Under the Programme for Prosperity and Fairness, a review was undertaken by the Labour Relations<br />

Commission <strong>of</strong> the operation, effectiveness and coverage <strong>of</strong> the mechanisms established under the<br />

Worker Participation (State Enterprises) Acts, 1977 and 1988. The aim <strong>of</strong> the review was to inform<br />

decisions affecting the future <strong>of</strong> Worker Directors in the context <strong>of</strong> the sale <strong>of</strong> any semi-State<br />

companies covered by the Acts.<br />

The review has now been completed and will be published following consideration by the Government.<br />

Section 6: Affordable Housing Initiative<br />

6.1 The parties to the Pay Agreement have proposed a new initiative aimed at further enhancing the<br />

supply <strong>of</strong> affordable housing, with the objective <strong>of</strong> increasing the supply <strong>of</strong> such houses by 10,000<br />

units. It is their intention that this initiative be aimed at those who in the past would have expected<br />

to purchase a house from their own resources but who find that they are unable to do so in the<br />

current housing market. It is also intended that these houses would be made available for sale to a<br />

target group defined in terms <strong>of</strong> income and/or housing need on a full cost-recovery/commercial<br />

basis. Therefore, the scheme would not impact on Exchequer or General Government finances and<br />

would protect the funding which is available for the Local Authority and other social and affordable<br />

housing programmes.<br />

6.2 In responding to the proposal, the Government is committed to an ambitious scale <strong>of</strong> delivery <strong>of</strong><br />

affordable housing for the target group through this new affordable housing initiative and the other<br />

affordable housing coming through arrangements under Part V <strong>of</strong> the Planning and Development Act,<br />

2000, as amended. Government will ensure that the necessary actions are taken before the end <strong>of</strong> this<br />

Agreement to secure the achievement <strong>of</strong> this objective, with measurable progress to be made by the<br />

mid-term review.<br />

Section 7: Anti – Inflation Initiative<br />

Introduction<br />

7.1 In the context <strong>of</strong> the agreement on pay and the maintenance <strong>of</strong> employment and competitiveness,<br />

the Government along with IBEC and ICTU, will work together to help exert downward pressure on<br />

inflation, particularly over the next 18 months.<br />

7.2 Sharply increased inflation, well above the EU average, has already had adverse effects on consumers<br />

and business alike and would undermine future economic stability. There is a need to avoid high<br />

inflation becoming embedded in the economy, and the risk that it would persist even as the Euro<br />

strengthens against sterling and the dollar. International uncertainty around oil prices and currency<br />

movements is another pressing reason to attempt to deal with the causes <strong>of</strong> excessive domestically<br />

generated inflation.
