felt ab<strong>and</strong>oned by <strong>the</strong> Ch<strong>in</strong>ese, because of <strong>the</strong>ir focus on <strong>the</strong> Cultural Revolution. 16 Bernd<br />

Schaefer has also stressed <strong>the</strong> impact of <strong>the</strong> Ch<strong>in</strong>ese Cultural Revolution, argu<strong>in</strong>g that <strong>the</strong> chaos<br />

<strong>in</strong> Ch<strong>in</strong>a conv<strong>in</strong>ced <strong>Kim</strong> that he might emerge as <strong>the</strong> dom<strong>in</strong>ant Asian communist leader, but only<br />

if he could first demonstrate to o<strong>the</strong>r Communist states his commitment to fight<strong>in</strong>g Western<br />

imperialism. 17 Kathryn Wea<strong>the</strong>rsby has taken a different Cold War slant, suggest<strong>in</strong>g that <strong>Kim</strong><br />

was emboldened by his success <strong>in</strong> <strong>the</strong> preced<strong>in</strong>g decade <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g his <strong>in</strong>dependent policy<br />

l<strong>in</strong>e despite <strong>the</strong> concerns of <strong>the</strong> Communist superpowers, largely by play<strong>in</strong>g <strong>the</strong>m off aga<strong>in</strong>st<br />

each o<strong>the</strong>r. Accord<strong>in</strong>gly, she speculates, <strong>Kim</strong> was encouraged to believe that he could <strong>in</strong>crease<br />

his efforts aga<strong>in</strong>st <strong>the</strong> South without serious ramifications. 18 Regardless of <strong>the</strong> specific<br />

<strong>in</strong>terpretation, however, this school is generally united by <strong>the</strong> belief that chang<strong>in</strong>g external<br />

circumstances, largely rooted <strong>in</strong> Beij<strong>in</strong>g, Moscow, <strong>and</strong> Wash<strong>in</strong>gton, were central <strong>in</strong> determ<strong>in</strong><strong>in</strong>g<br />

<strong>the</strong> DPRK policies.<br />

A fourth category f<strong>in</strong>ds <strong>the</strong> def<strong>in</strong><strong>in</strong>g imperative to be much closer to home by plac<strong>in</strong>g<br />

South Korean developments at <strong>the</strong> forefront of <strong>the</strong> escalation. In this <strong>in</strong>terpretation, <strong>Kim</strong><br />

recognized <strong>the</strong> grow<strong>in</strong>g economic might <strong>and</strong> political stability <strong>in</strong> South Korea, rooted<br />

particularly <strong>in</strong> <strong>the</strong> consolidation of power of <strong>the</strong> Park Chung Hee government, <strong>the</strong> massive<br />

economic <strong>and</strong> material support com<strong>in</strong>g from <strong>the</strong> United States, <strong>the</strong> 1965 normalization of ROK-<br />

relations with th e Communist superpowers.<br />
