<strong>in</strong>tended as a demonstration to <strong>the</strong> population." 148 "All <strong>the</strong>se measures," officials concluded, "are<br />

amplified through massive propag<strong>and</strong>a <strong>in</strong> <strong>the</strong> press, radio, <strong>and</strong> <strong>in</strong> newspapers propagat<strong>in</strong>g <strong>the</strong><br />

situation as so tense that an outbreak of war can be expected every day…. [even though] an<br />

analysis of <strong>the</strong> facts we were able to obta<strong>in</strong> on U.S. positions shows that <strong>the</strong> Americans are not<br />

<strong>in</strong>terested <strong>in</strong> a major armed conflict <strong>in</strong> Korea." 149 It was <strong>the</strong> same at MAC negotiations, where<br />

DPRK officials seemed focused above all else on publicly demonstrat<strong>in</strong>g <strong>the</strong> determ<strong>in</strong>ation of<br />

<strong>the</strong>ir leadership to withst<strong>and</strong> American pressures; "Speeches made by <strong>the</strong> Korean delegate are<br />

mostly propag<strong>and</strong>a <strong>in</strong> nature," wrote <strong>the</strong> Czech Embassy, "<strong>and</strong> are used ma<strong>in</strong>ly for <strong>the</strong> DPRK's<br />

<strong>in</strong>ternal propag<strong>and</strong>a." 150<br />

Repeatedly, <strong>Kim</strong>'s communist allies described his actions as efforts by <strong>the</strong> regime to<br />

excuse domestic shortcom<strong>in</strong>gs <strong>and</strong> to rally <strong>the</strong> people beh<strong>in</strong>d his fervid defense of North Korea<br />

aga<strong>in</strong>st outside aggressors. Visit<strong>in</strong>g Communist officials <strong>in</strong> Pyongyang reached such conclusions<br />

as early as 1966. One Hungarian diplomat wrote to his superiors that year that <strong>the</strong> tension along<br />

<strong>the</strong> DMZ was useful to <strong>the</strong> North, "s<strong>in</strong>ce <strong>the</strong>y could refer to it when <strong>the</strong>y condemned US<br />

policies." 151 A letter from <strong>the</strong> East German embassy <strong>in</strong> North Korea agreed, not<strong>in</strong>g that s<strong>in</strong>ce <strong>the</strong><br />

October Party Conference, "<strong>the</strong>re has been a very <strong>in</strong>tense campaign among <strong>the</strong> people<br />

concern<strong>in</strong>g preparation for a potential war… Probably for <strong>the</strong> DPRK," it concluded, "<strong>the</strong>re are<br />

mostly propag<strong>and</strong>istic reasons beh<strong>in</strong>d <strong>the</strong> present positions." 152 As <strong>the</strong> conflict <strong>in</strong>tensified, this<br />

sense that <strong>Kim</strong> was try<strong>in</strong>g to impress his domestic audience <strong>in</strong>creased. In 1967, <strong>the</strong> East German<br />
