second half of <strong>the</strong> decade saw a steady <strong>in</strong>crease <strong>in</strong> visit<strong>in</strong>g delegations from each country, a<br />

grow<strong>in</strong>g trade relationship, <strong>and</strong> better overt relations between <strong>the</strong> leaders.<br />

Still, new materials from <strong>the</strong> Communist bloc archives suggest that <strong>the</strong> deeply rooted<br />

hostility <strong>and</strong> suspicions never dissipated. When Soviet Premier Alexsey Kosyg<strong>in</strong> met with <strong>Kim</strong><br />

dur<strong>in</strong>g a visit to <strong>the</strong> DPRK <strong>in</strong> early 1965, as <strong>the</strong> first overt step towards re-establish<strong>in</strong>g ties,<br />

tensions were obvious. 125 Kosyg<strong>in</strong> criticized <strong>the</strong> DPRK for its verbal attacks on Soviet policy <strong>in</strong><br />

<strong>the</strong> recent past. "You accused us of mak<strong>in</strong>g a deal with imperialism," he charged. <strong>Kim</strong> defended<br />

himself, fault<strong>in</strong>g <strong>the</strong> previous Soviet leadership for <strong>in</strong>adequate defense of <strong>the</strong> <strong>in</strong>ternational<br />

socialist bloc. "We actually thought at that time," he told Kosyg<strong>in</strong>, "that Khrushchev would sell<br />

<strong>the</strong> GDR to West Germany." Subsequent years saw little real improvement. In 1966, Soviet<br />

officials grumbled to Hungarian representatives about <strong>the</strong> DPRK <strong>in</strong>sistence that its policies were<br />

<strong>the</strong> only correct path towards socialism; about its rigidity regard<strong>in</strong>g o<strong>the</strong>r communist states<br />

hav<strong>in</strong>g any <strong>in</strong>teractions with Seoul; <strong>and</strong> about its excessive spend<strong>in</strong>g on defense. 126 The<br />

follow<strong>in</strong>g year, Soviet officials bemoaned <strong>the</strong> lack of DPRK public support for <strong>the</strong>ir foreign<br />

policies. 127 They also compla<strong>in</strong>ed that <strong>Kim</strong> seemed more concerned about impress<strong>in</strong>g Third<br />

World officials than about his relations with <strong>the</strong> USSR, not<strong>in</strong>g that he was writ<strong>in</strong>g articles that<br />

highlighted <strong>the</strong> DPRK's differences with <strong>the</strong> Soviets for <strong>the</strong> Cuban party journal, while reject<strong>in</strong>g<br />

<strong>in</strong>vitations to write for Pravda. 128 Perhaps most strik<strong>in</strong>g was <strong>the</strong> extent to which Soviet officials<br />

resented <strong>Kim</strong>'s refusal to provide <strong>the</strong>m with <strong>in</strong>formation related to <strong>the</strong>ir policymak<strong>in</strong>g. The<br />

Hungarian Ambassador to <strong>the</strong> DPRK reported on <strong>the</strong> unhapp<strong>in</strong>ess of <strong>the</strong> Soviet Ambassador,<br />
