"<strong>Mostly</strong> <strong>Propag<strong>and</strong>a</strong> <strong>in</strong> <strong>Nature</strong>:" <strong>Kim</strong> <strong>Il</strong> <strong>Sung</strong>, <strong>the</strong> <strong>Juche</strong> <strong>Ideology</strong>, <strong>and</strong> <strong>the</strong> Second Korean War<br />

It is known through <strong>the</strong> members of <strong>the</strong> commission <strong>in</strong> Panmunjom that <strong>the</strong> United<br />

States has relocated two squadrons of F‐105 aircraft from Ok<strong>in</strong>awa to South Korea. Until<br />

January 26 noon, so far 19 men from <strong>the</strong> 31‐person comm<strong>and</strong>o plann<strong>in</strong>g to stage <strong>the</strong> attack<br />

<strong>in</strong> Seoul have been killed <strong>and</strong> two captured. Of those two prisoners one killed himself <strong>and</strong><br />

<strong>the</strong> surround<strong>in</strong>g policemen through a h<strong>and</strong> grenade. The Polish commission members have<br />

<strong>in</strong>formed<br />

<strong>the</strong> Polish embassy that <strong>the</strong>re are cont<strong>in</strong>uous attempts to launch new<br />

comm<strong>and</strong>os on South Korean territory.<br />

Polish officers serv<strong>in</strong>g with <strong>the</strong> commission constantly travel by tra<strong>in</strong> between<br />

Panmunjom <strong>and</strong> Pyongyang. They noticed that almost every tra<strong>in</strong> arrives with considerable<br />

delay here <strong>in</strong> Pyongyang <strong>and</strong> many freight tra<strong>in</strong>s travel <strong>in</strong> Sou<strong>the</strong>rn direction.<br />

Fur<strong>the</strong>rmore <strong>the</strong> Polish Ambassador <strong>in</strong>formed that <strong>the</strong> Swiss representative <strong>in</strong> <strong>the</strong><br />

Neutral Commission has approached <strong>the</strong> heads of <strong>the</strong> Czechoslovak <strong>and</strong> Polish part of <strong>the</strong><br />

commission to <strong>in</strong>form <strong>the</strong>m about his conversation with General Friedmann (Chief of Staff<br />

of <strong>the</strong> 8th U.S. Army deployed <strong>in</strong> South Korea). Friedmann stated <strong>the</strong> U.S. will<strong>in</strong>gness to<br />

retaliate if <strong>the</strong> DPRK will take steps <strong>in</strong>dicat<strong>in</strong>g that <strong>the</strong>y are go<strong>in</strong>g to launch an armed<br />

conflict. The U.S. will not back down from its dem<strong>and</strong>s for <strong>the</strong> return of ship <strong>and</strong> crew. As a<br />

member of <strong>the</strong> Neutral Commission, <strong>the</strong> Swiss representative asked <strong>the</strong> Czechoslovak <strong>and</strong><br />

Polish comrades to <strong>in</strong>form <strong>the</strong>ir embassies <strong>and</strong> transmit <strong>the</strong> U.S. position to <strong>the</strong> Koreans.<br />

The Swiss delegate said he is tak<strong>in</strong>g this step to contribute towards <strong>the</strong> preservation of<br />

peace on Korea.<br />

Also Comrade Naperei <strong>in</strong>formed that <strong>the</strong> United States has approached all members<br />

of <strong>the</strong> Neutral Commission <strong>and</strong> asked for <strong>the</strong>ir support to receive from <strong>the</strong> Korean side a<br />

list of names of “Pueblo” crew members with details about those wounded <strong>and</strong> killed.<br />

If <strong>the</strong> DPRK will tell <strong>the</strong> members of <strong>the</strong> commission <strong>in</strong> preparation for <strong>the</strong> next<br />

meet<strong>in</strong>g [<strong>in</strong> Panmunjom] that this constitutes an exclusive matter between DPRK <strong>and</strong> USA,<br />

<strong>the</strong> Czechoslovak <strong>and</strong> Polish commission members will try to f<strong>in</strong>d a clause <strong>in</strong> <strong>the</strong> Neutral<br />

Commission’s statute provid<strong>in</strong>g <strong>the</strong> option for a legal argument to def<strong>in</strong>e <strong>the</strong> American<br />

request not as part of <strong>the</strong> commission’s duties. If <strong>the</strong> DPRK will take a different position, all<br />

four<br />

members of <strong>the</strong> commission will sign <strong>the</strong> U.S. request letter <strong>and</strong> forward it to <strong>the</strong><br />

DPRK.<br />

Note: I heard from <strong>the</strong> CSSR Ambassador that <strong>the</strong> next commission meet<strong>in</strong>g will take place<br />

not earlier<br />

than 30 January 1968.<br />
