NKIDP Work<strong>in</strong>g Paper #3 December<br />

historical facts. Even his parents <strong>and</strong> gr<strong>and</strong>parents are becom<strong>in</strong>g <strong>the</strong> objects of<br />

celebrations. [North] Korean propag<strong>and</strong>a places an equal sign between <strong>Kim</strong> <strong>Il</strong> <strong>Sung</strong> <strong>and</strong><br />

Korea, while Korea is presented as an example for o<strong>the</strong>r countries. The <strong>in</strong>tensification of<br />

<strong>Kim</strong> <strong>Il</strong> <strong>Sung</strong>’s personality cult is <strong>in</strong>separable from two o<strong>the</strong>r issues, namely,– <strong>the</strong><br />

importance of <strong>the</strong> DPRK example for <strong>the</strong> struggl<strong>in</strong>g nations of Asia, Africa <strong>and</strong> Lat<strong>in</strong><br />

America, <strong>and</strong> <strong>the</strong> embellishment of <strong>Kim</strong> <strong>Il</strong> <strong>Sung</strong>’s role <strong>in</strong> <strong>the</strong> context of <strong>the</strong> <strong>in</strong>ternational<br />

communist <strong>and</strong> workers’ movement.<br />

Excerpts from <strong>the</strong> Cuban press, which cont<strong>in</strong>ually publishes his addresses, are<br />

ma<strong>in</strong>ly used as evidence support<strong>in</strong>g <strong>the</strong> importance of his <strong>the</strong>oretical works.<br />

Collected writ<strong>in</strong>gs of <strong>Kim</strong> <strong>Il</strong> <strong>Sung</strong> also constitute <strong>the</strong> basic <strong>and</strong>, today actually, <strong>the</strong><br />

only source for study of Marx‐Len<strong>in</strong>ism. [North] Korean citizens get only very limited<br />

<strong>in</strong>formation about life <strong>in</strong> o<strong>the</strong>r socialist countries or about <strong>the</strong> situation <strong>in</strong> <strong>the</strong> world s<strong>in</strong>ce<br />

all news <strong>in</strong> <strong>the</strong> press <strong>and</strong> radio are bent to <strong>the</strong> l<strong>in</strong>e of <strong>the</strong> KWP. This practice results <strong>in</strong><br />

<strong>in</strong>creased isolation of <strong>the</strong> DPRK from <strong>the</strong> outside world.<br />

Displays of <strong>the</strong> personality cult <strong>in</strong> <strong>the</strong> DPRK are enhanced by a strong nationalism.<br />

All problems <strong>in</strong>volv<strong>in</strong>g <strong>the</strong> DPRK are exaggerated <strong>and</strong> placed before o<strong>the</strong>r <strong>in</strong>ternational<br />

problems.<br />

The personality cult is also supported by personnel policy of <strong>the</strong> KWP. In <strong>the</strong><br />

summer months of 1967, a number of <strong>in</strong>fluential <strong>and</strong> mid level party officials were<br />

removed. Accord<strong>in</strong>g to some <strong>in</strong>formation, members of <strong>the</strong> Politburo Pak Geumcheol <strong>and</strong> Li<br />

Hosun were arrested dur<strong>in</strong>g last year’s June conference of <strong>the</strong> KWP CC. Pak Geumcheol<br />

allegedly asked <strong>Kim</strong> <strong>Il</strong> <strong>Sung</strong> for a more realistic domestic policy, <strong>in</strong>clud<strong>in</strong>g improvement <strong>in</strong><br />

<strong>the</strong> st<strong>and</strong>ard of liv<strong>in</strong>g <strong>and</strong> a more realistic approach to <strong>the</strong> problems of South Korea where<br />

<strong>the</strong> most decisive factor was supposed to be an upsurge of <strong>the</strong> <strong>in</strong>ternal revolutionary<br />

forces. Accord<strong>in</strong>g to an assessment of his friends, Pak Geumcheol was considered as one of<br />

<strong>the</strong> most capable functionaries of <strong>the</strong> KWP <strong>and</strong> <strong>the</strong> DPRK, <strong>and</strong> Li Hosun was engaged <strong>in</strong> <strong>the</strong><br />

Politburo of <strong>the</strong> KWP CC with South Korean issues for a number of years. Dur<strong>in</strong>g <strong>the</strong> same<br />

period, o<strong>the</strong>r deputies <strong>and</strong> officials of <strong>the</strong> KWP CC <strong>and</strong> non‐selective organizations were<br />

removed, such as a chairman of <strong>the</strong> (Workers) Unions CC, a leader of <strong>the</strong> YO (Youth<br />

Organization) of <strong>the</strong> KWP CC, a chairman of a youth organization CC, a director of <strong>the</strong> DPRK<br />

press agency, <strong>and</strong> many o<strong>the</strong>rs. Demoted functionaries are sometimes replaced with<br />

graduates of military <strong>in</strong>stitutes.<br />

The leadership of <strong>the</strong> KWP <strong>and</strong> DPRK differs <strong>in</strong> its op<strong>in</strong>ions from <strong>the</strong> position of<br />

most of <strong>the</strong> fraternal parties, especially <strong>in</strong> <strong>the</strong> most press<strong>in</strong>g current issues – war <strong>and</strong><br />

peace.<br />

The difference <strong>in</strong> op<strong>in</strong>ions among [North] Korean comrades is <strong>the</strong> most pronounced<br />

<strong>in</strong> <strong>the</strong> approach to fight<strong>in</strong>g world imperialism. The KWP calls, <strong>in</strong> this case, for a frontal<br />

drive for<br />

f<strong>in</strong>al <strong>and</strong> immediate destruction of capitalism. Accord<strong>in</strong>g to <strong>the</strong> [North] Korean<br />

concept, <strong>the</strong> fight aga<strong>in</strong>st imperialism can be done only by strong verbal attacks or war.<br />

Positions of <strong>the</strong> KWP on issues of war <strong>and</strong> peace, peaceful coexistence, <strong>and</strong> approach<br />

to struggle with imperialism are very strongly <strong>in</strong>fluenced by <strong>the</strong> problems of <strong>the</strong> unification<br />

of <strong>the</strong> country. Naturally, <strong>the</strong>se positions also shape <strong>the</strong> attitude of <strong>the</strong> KWP towards <strong>the</strong><br />

<strong>in</strong>ternational communist movement. The leadership of <strong>the</strong> KWP expresses support for <strong>the</strong><br />

unity of <strong>the</strong> ICWM (International Communist Workers Movement) <strong>in</strong> <strong>the</strong> struggle with<br />

imperialism <strong>and</strong> for coord<strong>in</strong>ation of aid to Vietnam from fraternal countries, but <strong>the</strong><br />

leadership expects <strong>the</strong> build<strong>in</strong>g of this unity only on <strong>the</strong> foundation of its own approach to
