leadership does not dare ope nly criticize <strong>the</strong> Ch<strong>in</strong>ese, try<strong>in</strong>g to avoid anyth<strong>in</strong>g that might<br />

be used by <strong>the</strong> Ch<strong>in</strong>ese for anti‐Korean purposes.<br />

Anti‐Ch<strong>in</strong>ese actions [vystuplenie] <strong>in</strong> <strong>the</strong> DPRK are of a retaliatory nature. It is<br />

supposed that <strong>the</strong> Korean leaders will act that way <strong>in</strong> <strong>the</strong> future when it is a matter of DPRK<br />

prestige <strong>in</strong> <strong>the</strong> <strong>in</strong>ternational arena.<br />

The Korean leadership does not denounce <strong>the</strong> anti‐Sovietism of <strong>the</strong> Ch<strong>in</strong>ese rul<strong>in</strong>g<br />

group. In restricted propag<strong>and</strong>a it cont<strong>in</strong>ues to accuse <strong>the</strong> CPSU of display<strong>in</strong>g "weakness"<br />

toward <strong>the</strong> US, of "collud<strong>in</strong>g" with <strong>the</strong> US to prevent <strong>the</strong> spread of nuclear weapons, of an<br />

<strong>in</strong>correct attitude "toward Yugoslavia <strong>the</strong> reactionary forces of India, <strong>and</strong> <strong>in</strong>terference <strong>in</strong><br />

<strong>the</strong> affairs of fraternal Parties ["].<br />

In conversations with foreigners <strong>the</strong> Korean leaders have begun to talk somewhat<br />

more freely about events <strong>in</strong> Ch<strong>in</strong>a. However, <strong>the</strong> impression is formed that <strong>the</strong> Korean<br />

leadership is tak<strong>in</strong>g a close watch so that <strong>the</strong> anti‐Ch<strong>in</strong>ese sentiments which have recently<br />

<strong>in</strong>tensified do not take <strong>the</strong> shape of open resentment of <strong>the</strong> people. Most of <strong>the</strong> Korean<br />

population<br />

is poorly <strong>in</strong>formed about <strong>the</strong> situation <strong>in</strong> Ch<strong>in</strong>a <strong>and</strong> about <strong>the</strong> actions of Mao<br />

Zedong<br />

<strong>and</strong> his group.<br />

Report, Embassy of Hungary <strong>in</strong> <strong>the</strong> Soviet Union to <strong>the</strong> Hungarian Foreign M<strong>in</strong>istry<br />

Accord<strong>in</strong>g to <strong>the</strong> <strong>in</strong>formation received from <strong>the</strong> competent department of <strong>the</strong> Soviet<br />

Foreign M<strong>in</strong>istry, several signs <strong>in</strong>dicate that S<strong>in</strong>o‐Korean relations keep worsen<strong>in</strong>g. Among<br />

<strong>the</strong>se signs, we mention first of all that recently new pamphlets were published <strong>in</strong> Beij<strong>in</strong>g,<br />

which conta<strong>in</strong>ed a sharp attack on <strong>the</strong> Korean Workers’ Party <strong>and</strong> <strong>the</strong> person of <strong>Kim</strong> <strong>Il</strong><br />

<strong>Sung</strong>, threaten<strong>in</strong>g <strong>the</strong> leader of <strong>the</strong> Korean Workers’ Party that <strong>the</strong> Korean people would<br />

take vengeance upon him for his revisionist policy. The estrangement of relations was also<br />

<strong>in</strong>dicated by, for <strong>in</strong>stance, <strong>the</strong> circumstances under which <strong>the</strong> latest Ch<strong>in</strong>ese holiday was<br />

celebrated <strong>in</strong> <strong>the</strong> DPRK. At <strong>the</strong> reception of <strong>the</strong> Ch<strong>in</strong>ese embassy, <strong>the</strong> level of<br />

representation on <strong>the</strong> Koreans’ part was very low, <strong>the</strong> telegram of congratulations <strong>the</strong><br />

Korean leaders sent to <strong>the</strong> Ch<strong>in</strong>ese was very cold, <strong>and</strong> no festive mass meet<strong>in</strong>gs took place<br />

<strong>in</strong> <strong>the</strong> country on <strong>the</strong> occasion of <strong>the</strong> Ch<strong>in</strong>ese national holiday. Accord<strong>in</strong>g to <strong>the</strong> <strong>in</strong>formation<br />

available<br />

for our [Soviet] comrades, <strong>the</strong> Ch<strong>in</strong>ese chargé d’affaires to Pyongyang compla<strong>in</strong>s<br />

that his opportunities to ma<strong>in</strong>ta<strong>in</strong> contacts are very limited.<br />

In <strong>the</strong> course of <strong>the</strong>ir contacts with <strong>the</strong> Soviet comrades, <strong>the</strong> Koreans, on <strong>the</strong>ir part,<br />

lay a ra<strong>the</strong>r great stress on <strong>the</strong> worsen<strong>in</strong>g of S<strong>in</strong>o‐Korean relations, <strong>and</strong> <strong>the</strong>y particularly<br />

emphasize that <strong>the</strong>se relations have worsened <strong>in</strong> <strong>the</strong> economic field as well, for Ch<strong>in</strong>a does<br />

not supply those traditional export articles which are of primary importance for <strong>the</strong> Korean<br />

national economy, or it supplies [only] a relatively small amount of <strong>the</strong>m. For example,<br />

cok<strong>in</strong>g coal, without which <strong>the</strong> furnaces of <strong>the</strong> DPRK would cease to work, is such an article.<br />
