friends. The situation before January proved that <strong>the</strong> United States, as well as its<br />

South Korean partner, underestimated to some extent <strong>the</strong> development <strong>in</strong> <strong>the</strong><br />

DPRK. The Americans considered <strong>the</strong> tenfold <strong>in</strong>crease of <strong>in</strong>cidents <strong>in</strong> <strong>the</strong><br />

demilitarized zone <strong>in</strong> <strong>the</strong> last year <strong>in</strong> comparison with 1966 as a temporary<br />

phenomenon, which could be conta<strong>in</strong>ed by <strong>the</strong> <strong>in</strong>stallation of electronic<br />

detection equipment along <strong>the</strong> whole demilitarized zone. […]<br />

5. Some political events abroad have <strong>in</strong>evitably <strong>in</strong>fluenced <strong>the</strong> situation <strong>in</strong> this<br />

area. The DPRK is undoubtedly concerned about Ch<strong>in</strong>a’s efforts to improve<br />

relations with Japan, but especially by <strong>the</strong> ongo<strong>in</strong>g US/Vietnamese negotiations<br />

<strong>in</strong> Paris, which contradict <strong>the</strong> <strong>the</strong>sis accord<strong>in</strong>g to which <strong>the</strong> forces of imperialism<br />

should be tied down anywhere <strong>in</strong> <strong>the</strong> world, as well as <strong>the</strong> <strong>the</strong>sis about <strong>the</strong><br />

unification of <strong>the</strong> country by military force. Forcible unification can only be<br />

realized <strong>in</strong> conditions of <strong>in</strong>ternational tension <strong>and</strong> escalation of war anywhere<br />

<strong>in</strong><br />

<strong>the</strong> world.<br />

6. F<strong>in</strong>ally, <strong>in</strong> view of <strong>the</strong> abovementioned factors, <strong>the</strong> <strong>in</strong>fluence of <strong>the</strong> USSR has<br />

been <strong>in</strong>creas<strong>in</strong>g, which has been made possible by, among o<strong>the</strong>rs, <strong>the</strong> high level<br />

of economic <strong>and</strong> military assistance. The content of this assistance can be <strong>and</strong> <strong>in</strong><br />

fact is manipulated (only defensive military technology is be<strong>in</strong>g supplied), quite<br />

apart from <strong>the</strong> fact that Soviet comrades have recently been look<strong>in</strong>g more<br />

critically at <strong>the</strong> developments <strong>in</strong> <strong>the</strong> DPRK than was <strong>the</strong> case dur<strong>in</strong>g <strong>the</strong> January<br />

events, which undoubtedly leads to direct, albeit extremely cautious,<br />

<strong>in</strong>terventions.<br />

Among diplomats, <strong>the</strong>re has also been <strong>the</strong> view that <strong>the</strong> present situation is <strong>the</strong> calm before<br />

<strong>the</strong> tempest, this be<strong>in</strong>g justified by <strong>the</strong> fact that <strong>the</strong> high military preparedness has been<br />

cont<strong>in</strong>u<strong>in</strong>g as has <strong>the</strong> propag<strong>and</strong>a campaign aimed at <strong>the</strong> population <strong>and</strong> that <strong>the</strong> changes<br />

have concerned phenomena that have visually most impressed <strong>the</strong> observers here. The<br />

embassy is never<strong>the</strong>less conv<strong>in</strong>ced that <strong>the</strong> “postponement” of <strong>the</strong> deadl<strong>in</strong>es for <strong>the</strong><br />

unification of <strong>the</strong> country has been imposed on <strong>the</strong> Korean leadership by <strong>the</strong> objective<br />

situation <strong>and</strong> that a removal of <strong>the</strong> objective causes of <strong>the</strong> tactical changes will require a<br />

longer period of time. The calm<strong>in</strong>g down is also confirmed by <strong>the</strong> fact that <strong>the</strong> M<strong>in</strong>istry of<br />

Foreign Affairs here, which <strong>in</strong> March urgently dem<strong>and</strong>ed that foreign missions build air<br />

raid shelters, currently shows no <strong>in</strong>itiative whatsoever on this issue. […] It is also not to be<br />

neglected that <strong>the</strong> question of national unification or “liberation of <strong>the</strong> South” has been<br />

recently posed more<br />

conditionally, emphasiz<strong>in</strong>g <strong>the</strong> necessity of action by patriots <strong>in</strong> <strong>the</strong><br />

South.<br />
