"<strong>Mostly</strong> <strong>Propag<strong>and</strong>a</strong> <strong>in</strong> <strong>Nature</strong>:" <strong>Kim</strong> <strong>Il</strong> <strong>Sung</strong>, <strong>the</strong> <strong>Juche</strong> <strong>Ideology</strong>, <strong>and</strong> <strong>the</strong> Second Korean War<br />

NKIDP Work<strong>in</strong>g Paper #3<br />

were constructed; lead<strong>in</strong>g officials <strong>and</strong> scientists were evacuated from <strong>the</strong> cities; <strong>and</strong> romantic<br />

stories, operas, <strong>and</strong> love songs were banned, <strong>in</strong> order to ensure that <strong>the</strong> people were focused on<br />

<strong>the</strong> threat from <strong>the</strong> West. 140 Specific battles were even <strong>in</strong>vented, always with <strong>the</strong> DPRK driv<strong>in</strong>g<br />

away <strong>the</strong> American imperialists; <strong>in</strong> February, <strong>Kim</strong> described a failed attack on a sentry post <strong>in</strong><br />

<strong>the</strong> western section of <strong>the</strong> DMZ, <strong>and</strong> <strong>in</strong> March claimed two American defeats <strong>in</strong> <strong>the</strong> same<br />

area. 141 O<strong>the</strong>r U.S. spy ships were reported to be launch<strong>in</strong>g raids on North Korea; one on<br />

February 16, for example, supposedly attacked Surido before be<strong>in</strong>g repulsed. 142<br />

Domestic propag<strong>and</strong>a, particularly that surround<strong>in</strong>g <strong>the</strong> Pueblo crewmen, focused on <strong>the</strong><br />

same message: Americans were always schem<strong>in</strong>g aga<strong>in</strong>st <strong>the</strong> North <strong>and</strong> plann<strong>in</strong>g to attack; only<br />

DPRK strength <strong>and</strong> sacrifice could withst<strong>and</strong> <strong>the</strong>m; <strong>and</strong> <strong>the</strong> leadership of North Korea was wise,<br />

strong, <strong>and</strong> impressive. Overall, <strong>Kim</strong> released n<strong>in</strong>ety-one Pueblo-related propag<strong>and</strong>a statements<br />

of over three hundred words. Tell<strong>in</strong>gly, none of <strong>the</strong>se took <strong>the</strong> Cold War or <strong>the</strong> <strong>in</strong>ternational<br />

sphere as a ma<strong>in</strong> <strong>the</strong>me; <strong>in</strong>stead, <strong>the</strong>y usually had a domestic focus, with fifty-two of <strong>the</strong>m<br />

stress<strong>in</strong>g <strong>the</strong> need to rema<strong>in</strong> strong aga<strong>in</strong>st future American espionage aga<strong>in</strong>st <strong>the</strong> North. 143 One<br />

study that analyzed all such statements concluded that <strong>the</strong>y demonstrated, "an <strong>in</strong>creas<strong>in</strong>gly<br />

<strong>in</strong>secure North Korean regime," <strong>and</strong> reflected "a DPRK fear of isolation, but at <strong>the</strong> same time a<br />

strong sense of national pride used to justify a cont<strong>in</strong>ued Stal<strong>in</strong>ist political <strong>and</strong> economic<br />

program <strong>and</strong> to <strong>in</strong>sulate <strong>the</strong> country from outside <strong>in</strong>fluence." 144 The Pueblo men agreed. His<br />

captors, one officer recalled, showed no <strong>in</strong>terest <strong>in</strong> larger Cold War matters; "Our value to <strong>the</strong>m,"<br />
