1.8 Clonmel – fit out of adjacent OPw property
(former fáS Office)
The former FÁS Offices across the road from the existing
Garda Station in Clonmel have been allocated to An Garda
Síochána by the OPW following discussions with Garda
Housing. Various Garda functions including those relating
to Immigration and Juvenile Liaison are to be re-located to
this building. This will alleviate congestion and Health &
Safety concerns as these offices, which are visited daily
by members of the public, are currently located in an
upstairs area of the Garda station. Upgrade works have
now been completed at the new premises and it is ready
to be fitted out for use by An Garda Síochána.
2 wORKS uNDERwAy
2.1 major Projects underway (Galway, wexford,
Kevin Street)
The Government Infrastructure Stimulus Package 2012
included three major Garda construction projects,
namely, the development of new Divisional HQ Stations
at Kevin St and Wexford and the development of a new
Regional/Divisional HQ Station in Galway.
These projects represent a major modernisation of Garda
infrastructure and the three new facilities will provide An
Garda Síochána with, inter alia:
• improved office and incident management facilities
• appropriate facilities for meeting members of the
public (including facilities to support victims of crime
and provide universal access)
• appropriate facilities for custody management which
enhances our ability to provide safe and secure
detention as well as all the complying with relevant
accountability issues
• enhanced training facilities for members
• Stores for Property and Exhibit Management, to
support the property management system of An
Garda so that property and exhibits may be safely and
securely stored
• suitable welfare facilities for Garda members and staff.
2.1.1 Kevin Street
The contract for the new Divisional HQ was awarded to
JJ Rhatigan and Company on 30 January 2015. Work
commenced on site in February and it is expected that
construction works at the new Station will be completed
in the first quarter 2017.
2.1.2 Wexford
The contract for the new Divisional HQ was awarded to
Duggan Brothers on 3 July 2015. Works commenced on
site in August 2015 and are progressing well. The
construction period is 24 months and is currently on
programme for completion in mid-2017.
2.1.3 Galway
The contract for the new Regional HQ was awarded to JJ
Rhatigan and Company on 2 October 2015. Works
commenced on site in October 2015 and are progressing
well. The construction period is 24 months and is
currently on programme for completion in late 2017.
2.2 minor works
2.2.1 Bailieborough, Co Cavan – Essential
Remediation works at existing Station
Pending the development of a new station for
Bailieborough, local management submitted a list of
prioritised issues for remediation. These issues primarily
focus on the public office, prisoner processing facilities,
CCTV and security measures, sanitary facilities and the
Station yard. As of 31 March 2015, the works are
practically complete with local management engaging
with the contractor to resolve minor snag issues.
3. CEll REfuRbIShmENT PROGRAmmE
The cell upgrade programme is ongoing. At present, the
cells in 55 Garda stations have been upgraded to the
new cell specification which provides for enhancements
to lighting, call bell signaling, heating (fan and grill), fire
detection and sanitation systems. In addition, a new cell
door is being installed featuring a number of safety
improvements.
Contractors are on site in 3 stations currently and
preparatory works are ongoing at present to refurbish a
further 14 Stations in 2016. Depending on the progress of
these projects, additional cell refurbishments may be
undertaken in 2016.
4. AN GARDA SíOCháNA buIlDING &
REfuRbIShmENT PROGRAmmE 201 – 2021
The Garda Síochána Building & Refurbishment
Programme 2016 – 2021 which was announced in
October 2015 includes a number of projects which reflect
the strategic priorities of An Garda Síochána.
