CENTRAL EXECUTIVE COMMITTEE REPORT REPORT fROm 3Th ANNuAl DElEGATE CONfERENCE mOuNT wOlSElEy hOTEl, TullOw, CO CARlOw. 28–2 APRIl 2015 OPENING Of CONfERENCE The President, Mr Dermot O’Brien, officially opened Conference at 10 a.m. on Tuesday, 28th April 2015. He welcomed delegates and guests to the 37th Annual Delegate Conference and delivered his opening address. Pay and Conditions dominated proceedings at the 2015 Conference. The theme of the 2015 Conference was “Pay Back Now”. ATTENDANCE The Standing Orders Committee were responsible for the registration of delegates to Conference. The register is retained at the GRA Head Office. ADOPTION Of STANDING ORDERS The President Demot O’Brien, proposed the adoption of Standing Orders. Joe McGivern, Division 2, seconded the adoption of Standing Orders and on a vote Standing Orders were adopted. APPOINTmENT Of TEllERS The following delegates were appointed to act as Tellers for the duration of Conference: Shane Travers Galway Joe Cawley Waterford Neville McCormack SDU Bernard Sheehan Cork City Gerard Naughton Galway ElECTION Of TRuSTEE Dermot O’Brien, President, advised delegates that he was taking names from the floor for the position of Trustee. Note: • Gerard Sweeney, Galway Division serves on the Board of Trustees for five years. • Peter Egan, DMR South Division serves on the Board of Trustees for four years. • James Boyle, Cavan/Monaghan Division serves on the Board of Trustees for three years. • Joe McGivern, Sligo/Leitrim Division serves on the Board of Trustees for two years. • Michael Egan, Carlow/Kilkenny Division serves on the Board of Trustees for one year. ElECTION TO ThE STANDING ORDERS COmmITTEE Dermot O’Brien, President, advised Conference of the members nominated for election to the Standing Orders Committee. The nominees are as follows: FINN, Deirdre Shankill DMR East HEDDERMAN, Yvonne Irishtown DMR South Central HENNESSY, Liam Ballivor Meath KIRWAN, Damien Crumlin DMR South LESTER, Ian Togher Cork City WARD, Eamonn Moville Donegal 2 Garda Representative Association
Section 5: Annual Delegate Conference Result Dermot O’Brien, President, advised Conference of the result of the ballot and indicated that the following members would comprise the Standing Orders Committee for one year: PRESIDENT’S ADDRESS TO mINISTER Votes: Liam Hennessy Meath 109 Votes Deirdre Finn DMR East 97 Votes Damien Kirwan DMR South 87 Votes Eamon Ward Donegal 82 Votes Ian Lester Cork City 79 Votes Dermot O’Brien, President, welcomed the Minister for Justice and Equality, Frances Fitzgerald, T.D. He then proceeded to deliver his address to Conference and told the Minister that Garda pay is on top of the agenda and not talk of reform and modernisation. Minister Frances Fitzgerald thanked the President for his invitation to address Conference and delivered her address during which she promised increased investment to ensure a sustainable future for An Garda Siochana. He said “the first thing to restore faith with the members we represent is to pay back what is rightfully ours”. Yvonne Hedderman, DMR South, was elected as substitute to the Standing Orders Committee in accordance with the Constitution and Rules of the Association. PRESIDENT’S ADDRESS TO COmmISSIONER Dermot O’Brien, President, welcomed the Garda Commissioner, Nóirín O’Sullivan, to Conference. He then proceeded to deliver his address to Conference and stressed that professional leadership was required across the organisation and not heavy handed incompetence. On conclusion, he invited the Commissioner to address Conference. COmmISSIONER’S ADDRESS TO CONfERENCE Commissioner Nóirín O’Sullivan thanked the President for his invitation to address Conference and delivered her address during which she emphasised that her priority is to build the best police service in the world. The Commissioner made herself available to Conference for a Question and Answer session. The President thanked the Commissioner for a very productive session. TREASuRER’S REPORT Pat Ennis, Treasurer, made a detailed Power-Point presentation of the Accounts to Conference addressing questions received by him in accordance with the Constitution and Rules of the Association.
