acknowledgement of country.<br />

Community Affairs Legislation Committee—private meeting otherwise than in accordance with standing order 33(1)<br />
during the sitting of the Senate today, from 6 pm.<br />

Senate Standing Committee of Privileges<br />
Membership<br />
The PRESIDENT (09:31): Yesterday I informed the Senate that I had received letters from Senator Ludlam<br />
and Senator Hinch seeking appointment to the Senate Standing Committee of Privileges. These are two<br />
nominations for one position on the committee, the position to be nominated by any minority group or<br />
independent senators. In accordance with standing orders, a ballot will be held to determine which one of the two<br />
senators who have nominated is to be appointed. Before proceeding to the ballot, we will ring the bells for four<br />
minutes.<br />
The bells having been rung—<br />
The PRESIDENT: The Senate will now proceed to ballot. Ballot papers will be distributed to senators, who<br />
are requested to write on the ballot paper the name of the candidate they wish to vote for. The candidates are<br />
Senator Ludlam and Senator Hinch. I invite Senator Siewert and Senator Hinch to come forward to act as<br />
scrutineers.<br />
A ballot having been taken—<br />
The PRESIDENT: The result of the ballot is 39 votes for Senator Ludlam and 29 votes for Senator Hinch.<br />
Therefore, Senator Ludlam is duly elected as a member of Senate Standing Committee of Privileges.<br />

Senator FARRELL (South Australia—Deputy Leader of the Opposition in the Senate) (09:47): I am very<br />
pleased to commence debate in the 45th Parliament on the Parliamentary Joint Committee on Intelligence and<br />
Security Amendment Bill 2015. This bill was originally introduced by Senator Wong in 2015. It lapsed at<br />
prorogation in April 2016, was restored to the Notice Paper, lapsed again at the dissolution ahead of the election<br />
