The Branch Campaign<br />
GENERAL<br />
301. The annual <strong>Poppy</strong> Campaign is not an administrative chore<br />
to be handled by a few branch officers or the secretary. The<br />
campaign is the most important branch project of the year<br />
and it must be conducted by a committee dedicated to this<br />
purpose. The size of the committee will vary depending upon<br />
the size of the branch and the population of the community.<br />
For example, in large metropolitan centres, experience has<br />
shown that a joint <strong>Poppy</strong> and Remembrance Committee<br />
comprised of representatives from all branches in the area<br />
has proven advantageous. As stated, local conditions will<br />
dictate the size of the committee, but it is imperative that<br />
the size of the committee meets the needs of the branch to<br />
ensure a full and effective campaign.<br />
302. The campaign is also an opportunity to involve other<br />
Veterans organizations, youth groups sponsored by the<br />
branch, and other community service organizations who<br />
wish to assist in fostering the Tradition of Remembrance.<br />
It must be remembered that The Royal Canadian Legion<br />
is responsible for the campaign and care must be taken to<br />
ensure that control of the campaign and of <strong>Poppy</strong> Trust<br />
Funds is maintained and remains fully in the Legion’s care.<br />
The <strong>Poppy</strong> Campaign is conducted under the authority of<br />
Article XI of the General By-Laws and all who assist must<br />
be aware of this fact. Under no circumstance is another<br />
Veterans organization or any other group authorized<br />
to account for, hold or distribute <strong>Poppy</strong> Trust Funds.<br />
Nevertheless, it is essential after the campaign to publicly<br />
acknowledge the support of other Veterans organizations or<br />
other groups (e.g. the local cadet unit) that have assisted in<br />
the <strong>Poppy</strong> Campaign.<br />
OPENING THE CAMPAIGN<br />
303. The commencement of the campaign is governed by two factors.<br />
a. Ceremonial Opening<br />
i. The ceremonial presentation of first Poppies to the<br />
Governor General and Lieutenant Governors will<br />
take place at ceremonial functions as arranged by<br />
Commands at the most appropriate time. It is to the<br />
advantage of the Legion to have ceremonial openings<br />
as it is an opportunity to receive positive publicity.<br />
