vi. Education<br />
a. the granting of bursaries to students who are<br />
Veterans, children, grandchildren or greatgrandchildren<br />
of any of the eligible personnel as<br />
identified in Section 401 ; who are in need of<br />
financial assistance. Bursaries may be awarded at<br />
any stage of a college or university program. The use<br />
of <strong>Poppy</strong> Trust Funds for Scholarships is<br />
NOT authorized.<br />
b. <strong>Poppy</strong> Trust Funds may also be donated to a<br />
centralized Command bursary fund.<br />
c. distribution of <strong>Poppy</strong> and Remembrance material,<br />
as authorized by Dominion Command to be used<br />
in schools.<br />
d. prizes for Poster and Literary Contests.<br />

SPECIAL USE EXPENDITURES<br />
403. This Section provides guidelines for the use of <strong>Poppy</strong> Trust<br />
Funds considered ‘special’ in nature. Branches must submit<br />
an application for use of funds in this Section to their<br />
Provincial Command Offices, on the approved form, prior<br />
to the funds being used. Making the same expenditure to<br />
the same recipient in subsequent years will require a new<br />
submission. Also reference Section 603 of this manual.<br />
In accordance with Subsection 130.b. of The General<br />
By-Laws, the financial year for <strong>Poppy</strong> Funds shall<br />
commence on the first day of October in each year and<br />
terminate on the thirtieth day (30th) September the<br />
following year. References to “annual” or “yearly” basis<br />
refer to this time frame.<br />
i. Approval Process<br />
a. Prior to funds being utilized for “special uses”, the<br />
Branch <strong>Poppy</strong> Trust Fund Committee must obtain<br />
approval for the proposed expenditure at a general<br />
meeting of the branch.<br />
b. The request for funds should include – the amount, the<br />
intended recipient(s), the current balance of funds held<br />
in trust at the time the request is made, the purpose<br />
of the request and the date of the General Meeting at<br />
which the decision to request approval was given.<br />
c. A sample form is provided in this manual. Your<br />
Provincial Command may have its own Special Uses<br />
Form available.<br />
d. Several commands maintain that failure to secure<br />
approval prior to the funds being used, will result in the<br />
offending branch being required to repay the amount<br />
from branch general funds.<br />
