PROVINCIAL COMMANDS<br />
205. Each Provincial Command is responsible for planning,<br />
organizing, implementing and reporting all <strong>Poppy</strong> and<br />
Remembrance activities within the jurisdiction of<br />
the Command.<br />
206. The following is a list of the major tasks that must be<br />
undertaken, but the manner in which they are organized<br />
at each Provincial Command may vary:<br />
<strong>Poppy</strong> Trust Funds<br />
are to be maintained<br />
in separate bank<br />
accounts from<br />
general funds.<br />
a. organizing and conducting <strong>Poppy</strong> Campaign workshops<br />
within the Command each year. The workshops are<br />
vital to the smooth operation of the annual campaign<br />
as it is here where all aspects of the <strong>Poppy</strong> program are<br />
discussed. Also, those attending the workshops have<br />
the benefit of learning from the experience of others;<br />
b. ensuring that Legion policy addressing <strong>Poppy</strong> and<br />
Remembrance matters is passed down the chain<br />
of command;<br />
c. bringing forward ideas and suggestions to Dominion<br />
Command to increase the efficiency of Legion <strong>Poppy</strong><br />
and Remembrance activities;<br />
d. ensuring that the groups within their area of<br />
responsibility have the appropriate tools to conduct<br />
effective campaigns;<br />
e. ensuring that those members supervising the<br />
distribution of <strong>Poppy</strong> Trust Funds are fully aware<br />
of their responsibilities;<br />
f. ensuring that <strong>Poppy</strong> Trust Fund returns are completed<br />
in accordance with the instructions provided in Chapter 6<br />
of this manual and submitted on time.<br />

DISTRICTS AND ZONES<br />
207. The Commanders at the District and Zone level also have<br />
a very significant role to play in the preparation and<br />
implementation phases of the <strong>Poppy</strong> Campaign.<br />
The responsibilities of these persons are as follows:<br />
a. assisting in the training of branch <strong>Poppy</strong> Committee<br />
Chairmen;<br />
b. ensuring that each branch has an efficient committee and<br />
campaign organization;<br />
c. ensuring that branch campaigns receive an appropriate<br />
level of exposure in the local media;<br />
d. ensuring that <strong>Poppy</strong> Trust Fund accounts are maintained<br />
in separate bank accounts from general funds at branches;<br />
e. ensuring that branch <strong>Poppy</strong> Trust Fund Committees<br />
provide Provincial Commands with timely annual<br />
financial statements that show income from the <strong>Poppy</strong><br />
Campaign, expenditures for promotional aids, <strong>Poppy</strong>
