other members <strong>of</strong> the DMHP team (2) funds<br />
were not released in time (3) non-availability<br />
<strong>of</strong> implementation guidelines (4) lack <strong>of</strong><br />
periodic reviews <strong>of</strong> the DMHP and (5) lack <strong>of</strong><br />
a state and central monitoring committee. The<br />
evaluation also highlighted the need to (1)<br />
involve the district administration (2) evolve<br />
guidelines and support for referral and follow<br />
up (3) ensure availability <strong>of</strong> essential drugs<br />
at the PHC (4) develop and ensure uniform<br />
IEC materials (5) conduct annual refresher<br />
training for the DMHP team.<br />
2.2.8 MoHFW, <strong>Mental</strong> <strong>Health</strong><br />
Policy Group Review and<br />
Recommendations -2012<br />
To clearly identify a road map for mental<br />
health and to strengthen implementation,<br />
the Ministry <strong>of</strong> <strong>Health</strong> and Family Welfare,<br />
Government <strong>of</strong> <strong>India</strong> appointed a Policy<br />
Group in 2011 to conduct a situational<br />
analysis <strong>of</strong> the need for mental health care<br />
and the provision <strong>of</strong> mental health services<br />
in the country by carrying out a systematic<br />
review <strong>of</strong> the evidence base to prepare a<br />
<strong>National</strong> <strong>Mental</strong> <strong>Health</strong> Policy and Plan (32).<br />
The recommendations <strong>of</strong> the <strong>Mental</strong> <strong>Health</strong><br />
Policy Group included:<br />
1. Proper training and handholding<br />
by centres <strong>of</strong> excellence and expert<br />
institutions and groups<br />
2. A client - centred approach with<br />
psychosocial counselling in a<br />
befriending environment that supports<br />
and promotes a state <strong>of</strong> overall well -<br />
being<br />
3. Engage users and caregivers in the<br />
process <strong>of</strong> recovery<br />
4. Ensure the availability <strong>of</strong> appropriate<br />
medication<br />
5. Delineate the roles <strong>of</strong> team members,<br />
provide adequate training and ensure<br />
greater co -ordination between team<br />
members as well as other health/welfare<br />
teams<br />
6. Develop a continuum <strong>of</strong> services that<br />
include rehabilitation, long - term care<br />
etc.<br />
7. Focus on the needs <strong>of</strong> vulnerable groups<br />
like women, children, the elderly,<br />
homeless, migrants and persons living<br />
in strife prone areas<br />
8. Develop clear protocols <strong>of</strong> intervention<br />
at each location<br />
9. Build a clear monitoring and evaluation<br />
plan with scope for midcourse correction<br />
10. Constitute a technical advisory team<br />
2.2.9 Report <strong>of</strong> the Technical<br />
Committee on <strong>Mental</strong><br />
<strong>Health</strong> constituted by the<br />
<strong>National</strong> Human Rights<br />
Commission (NHRC).<br />
The Technical Committee constituted by the<br />
NHRC to evaluate mental health services<br />
in <strong>India</strong> submitted its report in 20<strong>16</strong> (33).<br />
The committee highlighted the need for<br />
specialised services and adequate human<br />
resources (both specialised and nonspecialised)<br />
to meet the needs <strong>of</strong> persons<br />
with mental disorders. It recommended the<br />
delivery <strong>of</strong> comprehensive mental health<br />
services with mental health integrated<br />
into primary health care to provide a<br />
continuum <strong>of</strong> services ranging from<br />
emergency and acute care to psychological<br />
and pharmacological treatments. It also<br />
recommended psycho -social rehabilitation<br />
that addresses basic needs (like food, shelter,<br />
clothing, safety),integration with family<br />
and friends, access to social services, equal<br />
opportunity for education and work, gainful<br />
