sample drawn from 12 states <strong>of</strong> <strong>India</strong>, (ii)<br />

recognizing the treatment gap, and (iii)<br />

assessing the current status <strong>of</strong> mental health<br />

services and systems in the surveyed states.<br />

Thus, at one point <strong>of</strong> time, the NMHS brings<br />

together information on all components<br />

related to mental health care through one<br />

nationally representative study and sets the<br />

baseline for 20<strong>16</strong> to develop – implement –<br />

monitor and evaluate all future activities.<br />

3.2.1 Purpose<br />

The State <strong>Mental</strong> <strong>Health</strong> System Assessment<br />

(SMHSA) under the <strong>National</strong> <strong>Mental</strong><br />

<strong>Health</strong> <strong>Survey</strong> (NMHS) is a systematic and<br />

comprehensive analysis <strong>of</strong> components and<br />

sub-components <strong>of</strong> health systems that cater<br />

to the delivery <strong>of</strong> mental health services at<br />

the individual state level. The SMHSA supplements<br />

information and complements the<br />

recommendation <strong>of</strong> the <strong>National</strong> <strong>Mental</strong><br />

<strong>Health</strong> <strong>Survey</strong>. The SMHSA included the<br />

following 10 areas for enquiry:<br />

1. <strong>Mental</strong> <strong>Health</strong> Policy and a <strong>Mental</strong><br />

<strong>Health</strong> action plan in surveyed states.<br />

2. Infrastructure for the delivery <strong>of</strong> mental<br />

health care.<br />

3. <strong>Health</strong> human resources for mental<br />

health from health and health related<br />

sectors including training / sensitisation<br />

programme for doctors / other health staff<br />

like ANM, HW, etc., and other personnel<br />

like teachers, lawyers, police etc.<br />

4. Delivery <strong>of</strong> mental health care in terms<br />

<strong>of</strong> availability <strong>of</strong> psychotropic drugs<br />

throughout the year in district hospitals<br />

/ Community <strong>Health</strong> Centers (CHCs)<br />

/taluka hospitals / Primary <strong>Health</strong><br />

Centers (PHCs) along with availability<br />

<strong>of</strong> follow up care / domiciliary care in<br />

the community and outreach activities<br />

for mental health problems.<br />

5. Implementation <strong>of</strong> legislations for<br />

mental health.<br />

6. Public education and IEC activities<br />

along with welfare measures for those<br />

with mental health problems.<br />

7. Linkages with other sectors /<br />

departments like education, women<br />

and child welfare, social welfare for<br />

different activities .<br />

8. Dedicated budget for mental health<br />

activities.<br />

9. Engagement with civil society, and<br />

10. Programme monitoring – evaluation<br />

and research including monitoring <strong>of</strong><br />

the quality / type / nature <strong>of</strong> services<br />

provided.<br />

The results <strong>of</strong> the <strong>Mental</strong> <strong>Health</strong> <strong>Survey</strong><br />

are provided separately and only the State<br />

<strong>Mental</strong> <strong>Health</strong> System Assessment details<br />

are in this report.<br />

3.2.2 Objectives<br />

1. To examine the available health and<br />

health related resources for mental<br />

health activities / programmes in the 12<br />

surveyed states.<br />

2. To examine the status <strong>of</strong> mental<br />

health services and programmes in<br />

the surveyed states through a systems<br />

assessment framework.<br />

3.2.3 Preliminary Work<br />

The District <strong>of</strong> Kolar located about 70 kms<br />

from Bengaluru has been designated as the<br />

Public <strong>Health</strong> Observatory <strong>of</strong> the Centre for<br />

Public <strong>Health</strong> at NIMHANS. With a population<br />

<strong>of</strong> nearly <strong>16</strong> lakhs, being a non-DMHP<br />

district, the district <strong>of</strong> Kolar is being devel-<br />
