To bridge the treatment gap, an increase<br />
in quantity, quality and coverage <strong>of</strong><br />
training capacities across the country, in<br />
an equitable manner, is required along<br />
with the strengthening <strong>of</strong> the capacity <strong>of</strong><br />
general health services to provide mental<br />
health care at the primary level. Though<br />
most states reported the presence <strong>of</strong> formal<br />
training programmes in mental health care,<br />
they covered less than 50% <strong>of</strong> the districts.<br />
Gujarat and Manipur reported the presence<br />
<strong>of</strong> training programmes for primary care<br />
staff in all or more than 50% <strong>of</strong> the districts<br />
in these states.<br />
5.7 <strong>Mental</strong> <strong>Health</strong> Policy<br />
The presence <strong>of</strong> a mental health policy<br />
approved by the legislature at national<br />
and state levels indicates the vision and<br />
path way for developing mental health<br />
services over time. <strong>India</strong> has a national<br />
mental health policy which was rolled out<br />
in 2014 (49). The states will need or may<br />
decide to adapt the national mental health<br />
policy or have a standalone policy or at<br />
times, integrate mental health with other<br />
policies <strong>of</strong> education, welfare, housing, etc.<br />
In the 12 NMHS states, Gujarat and Kerala<br />
both reported having an independent<br />
state mental health policy. West Bengal<br />
has a policy for psychiatric rehabilitation<br />
in state run mental hospitals (Table 10).<br />
