Drug logistics management is a systematic<br />

and scientific process <strong>of</strong> planning,<br />

implementing and controlling the efficient<br />

and effective flow and storage <strong>of</strong> drugs<br />

from the point <strong>of</strong> origin to the point <strong>of</strong><br />

consumption. It seeks to provide the<br />

right drugs, in the right quantities, at<br />

the right time and to the right places. An<br />

uninterrupted supply <strong>of</strong> drugs is critical for<br />

effective outcomes for persons with mental<br />

and neurological disorders.<br />

Drug logistics management was examined<br />

at three levels in the SMHA assessment and<br />

a scoring pattern was evolved (Figure 13). It<br />

included the availability <strong>of</strong> all essential drugs<br />

for mental health care (as per the Government<br />

<strong>of</strong> <strong>India</strong> essential drug list) (54), at the different<br />

levels <strong>of</strong> health care institutions (district, taluks/<br />

CBD and primary health centres; medical<br />

colleges were excluded) and their availability<br />

throughout the year on an uninterrupted basis.<br />

States like Chhattisgarh, Assam, Gujarat,<br />

Jharkhand and Rajasthan, reported the<br />

availability <strong>of</strong> mental health drugs ‘always’<br />

for more than 75% <strong>of</strong> the above listed drugs.<br />

States like Madhya Pradesh and Tamilnadu<br />

had availability <strong>of</strong> nearly 68% <strong>of</strong> the listed<br />

drugs. Drug availability was disrupted for a<br />

few <strong>of</strong> the drugs in states like Manipur and<br />

West Bengal (Annexure 14).<br />
